Since we managed to get the RB and WR ones, I'd like to see some sort of closure to this cycle?
Prismanix, Muse of Iterations 2UR
Legendary Creature - Dragon Phoenix
Flying
Whenever you cast an instant or sorcery from your graveyard, you get an experience counter, then create a Plume token (It's an artifact with "T: Add U or R. You can only use this mana to cast instants and sorceries from your graveyard."). (U/R)(U/R)(U/R)(U/R): Return Prismanix, Muse of Iterations from your graveyard to your hand. Until the end of turn, you may cast instants or sorceries from your graveyard with mana value equal or lower than the number of experience counters you have. If that spell would be put into your graveyard, exile it instead. 4/3
Caldeon, Scion of Burningwillows 3GGRR
Legendary Creature - Elemental Phoenix Eminence — As long as Caldeon, Scion of Burningwillows is in the command zone or on the battlefield, Forests and Mountains you control have "T: Add R or G. Each opponent gains 1 life."
Flying, haste, trample.
As long as Caldeon, Scion of Burningwillows is in the graveyard or on the battlefield, Forests and Mountains cards you own are 2/2 Phoenix creatures with flying and "3: Return this card from your graveyard to the battlefield tapped.". (They are still lands) 5/5
I think 'Caldeon, Scion of Burningwillows' command zone ability might be too strong. It also doesn't synergize the other ability. Maybe a cost reduction if the commander is in the graveyard would work?

Realistically the only lands that will get some sort of benefit from the eminence are basics all the other Typed lands you could run in a deck with him as commander are duals so they don't need the effect enyways.
I updated the effect to give the lands the "Phoenix" treatment as is they can Blossom again if destroyed.
Also noticed I forgot a exile clase in Prismanix last ability otherwise i could go super infinite with stuff
It would concern me that the free mana rock still isn't restrictive enough, and especially for the unlimited nature in which they're created.
This is going to get very toxic very quick.
Only thing that comes to mind for me to amend this is that it creates a tapped powerstone when you cast a spell from the graveyard.
Plume might seem cool, but when you start giving exclusive things to some colors and leaving others out, it's like doing the same for children. And that's certainly how the players will feel about it too. The way exclusivity is normally amended is that each color did get something unique for their own. And that still doesn't mean that exclusivity is healthy, but you will find it's best that each color gets a fair share, or at least a sizable tonka truck for themselves.
The experience flashblack I would also fear isn't restrictive enough, and will be toxic. A free spell is a free spell. Mastering the art of this often involves inviting challenge for yourself, in that you want to limit the design, and make its utility an expression of discipline. Since this is legendary, one way I would think to amend this part is to give it the ability to transform into a spell from the graveyard when you cast it. Adding a limitation probably that the mana cost is one less and/or the flashback cost is one or less than its own. This becomes a single instance that still maintains incredible utility. Zealous, but not overzealous.
One of the things I do is not tell myself I have a fair chance to win against this design—but I say I have a fair chance to lose against this design. This way, it's better to levy your powerlevels, and easier to see when you have an unfair chance to lose against something, than to win with it.

As for the second one, hashing over the burnwillows is kind of generic. It's also void of versatility that players love. Extending the concept to something more diverse, such as Scion of Groves, then amending with an effect that offsets drawbacks of cards like Burnwillows and Forbidden Orchard starts really flexing with mass appeal.
[Whenever you tap a land for mana, you may ignore all other effects in that mana ability]
[Whenever you tap a land for mana, you may counter any other abilities that trigger from that land]
The second ability has interesting potential, and for the cost, I would only suggest that they should also have haste, and remove the restriction that wouldn't be able to tap for mana or attack the turn they enter the battlefield. This way it becomes a key-in for decks like Exploration // Mulch // Summer Bloom, but still fair having no evasion and costing 7 mana. You might want to match Empyrial Archangel or Godsire cost range, but then you're catering to an Uber. Might not be so bad in this case though, given the versatility of the Eminence ability, if-or-when amended.
