I'm normally not a huge fan of "I could've done it better." designs, but Vraan is really pissing me off. The card has nothing to do with either being a vampire OR an assassin, and it's lacking in the power department as well, so I decided to make my own version that doesn't stray too far from the card we got but plays into the character's actual flavour.

Legendary Creature - Phyrexian Vampire
Whenever an opponent loses life during your turn, choose one that hasn't been chosen this turn —
• That player sacrifices a creature or discards a card.
• Put two +1/+1 counters on ~.
• You gain 3 life.

I think you are underestimating the power of this card with incremental life loss effects. If the ability triggered once per turn it would be strong, but the ability to get many of these effects in a single turn pushes it well above 2 mana territory.
Look at Gala Greeters as an example: Same mana value and p/t, two of your effects are strictly better than two effects on greeters and the greeter's third effect doesn't give card advantage where yours does.
That's a bit fair though I will say that building a deck that capitalizes on Vraan's abilities is much more restricted than a deck that simply plays creatures and tokens to make use of Gala Greeters.
I guess the first ability could be a Disfigure instead.
Actually in multiplayer any extort effect gives you all three abilities at once, since it will trigger from each opponent, that said there are a lot of cards that can do that...
Yours looks like a mirror-reflected version of theirs, where you get the same package in the end, but more diversified options, and the starting point becomes spells like Vampire's Kiss instead. Not saying yours is broken, but it should have to choose between "sacrifice a creature" or "discard a card" as a single effect. Having both there is overzealous. You're disinviting challenge for yourself.
