Chains of Mephistopheles on a creature is too complex to be printable, so I removed the milling effect. Probably is too strong for standard, but would fit in a masters or commander set. The ability feels white to me, but I think the orzhov hybrid is a nice callback to the original card.

As written, its its definitely a black card due to replacing draw with straight discards. If you add back a draw after the discard it starts to bleed into red/black hybrid.

If I was building a deck that considered this card, my first concern would be what chance does it have to see the effect.
This is definitely the type of thing that players don't want to loiter around.
This is also a consideration I apply to effects of designs that I make. Cards and their effects are all about value. As a developers, you have sort of a responsibility to secure the value of the cards you make. Sometimes, this can involve implementing the effects in more dynamic ways to assure (a least a little) of the intended potential becomes available to that player. Even if this means compromising by use of different conditions or parameters. An example of that here would be to put this ability on a triggered effect that happens when the card enters the battlefield, and then possibly again when it dies. This can furthermore involve floating the effect with a delayed trigger (the next time this game) so that the value is secured even if the card leaves the battlefield before then.
