A quick search of Illusions didn't turn up a great number with strong etb or dies trigger that would really be maximized by evoke, so this certainly isn't broken. You honestly could drop the "Can't be reduced below 1 clause" since it would only hit Universal Automaton for 0.
Cool design, but beef up the creature a bit. And maybe make it French vanilla? As others have pointed out, this isn't too strong as is.

Spirits is a huge improvement mostly thanks to Kamigawa. Those dragons don't mess around. It still looks reasonable as the higher cost makes the cost reduction not overwhelming.
