Each opponent sacrifices X creatures. For each creature sacrificed this way, you create a 1/1 black Genome creature token.
The name of the card and the Genome token are both FF9 references. Interested primarily in whether a scaling edict affect like this that also gives you a token for each creature sacrificed this way is printable.
Currently at 1 mana we have Innocent Blood which edicts everyone. At 2 mana we have Diabolic Edict (single player) or Liliana's Triumph which edicts all opponents at instant speed. This costs three mana and is sorcery speed which I think is plenty of downside to balance the token creation, scaling, and added multiplayer benefits.
Innocent Blood causes you to sac as well, meaning you have to play around your casting or lose a creature, same with Barter in Blood. That said, I think the scaling cost does make up for it, so you should be fine.
This is a card that would be okay at uncommon for limited purpose but that I could imagine being bumped to rare to make it more collectible for commander. If you max out on X=2 on a 4-player game (which doesn't seem too unreasonable), you are killing 6 creatures and creating 6 tokens for only 5 mana. That is a very good rate for token creation, above even the rates that white or green normally get.

Right, this situational bomb potential is why I think this makes sense at rare. In 1 v. 1 this card is good, but has a lower ceiling. Multiplayer gives the card a huge potential ceiling, but the situational nature of that ceiling keeps the effect in check.
