Target opponent would make sense. It's also standard for this kind of card because the use of targeting yourself or an ally in THG is fairly narrow and target opponent avoids misclicks in digital.

It's pretty hard to accidentally click yourself with these. I think that's more of a Flametongue Kavu issue and only then for extremely fresh players

Locking effects off based on player has becoming increasingly common with the increase of digital. As I said, recently printed cards of this type use target opponent. All of the hand reveal cards currently in standard use target opponent (except, for some reason, for Dread Fugue). It's not just about how likely a misclick is it's about whether allowing misclicks is actually worth any benefit.
The benefit is that you can use it on yourself as a sort of looting effect if you don't want to disrupt your opponent. It's intended
Its not unlike Vendilion Clique in that regard, which is why this feels (paradoxically) that it should just be mono-blue where it would feel more UB if it could only hit the opponent. Its weird like that.

It wouldn't be totally unlike Forget but without the bad, but I think the mana cost should require two colored mana one way or the other

That said, I do agree that target opponent feels more fitting for this card.
