I don't think there's room for regeneration on this thing, but maybe?
The upkeep is a bit harsh. I think you can change the upkeep to discard one card and change the cost of the damage ability to 2.
Maybe with the above change, you can discard a card to regenerate or to give your creatures the abilities until end of turn?
Usually Masticores can't target players.

I agree with @Pokerkingdave that you could reduce the upkeep and that stopping it from targeting players is a good idea. On that last point, it does make the card feel very linear, where you will just be throwing all your mana directly at your opponent's face after this is on board.

If your Disastricore has Deathtouch, you're much more likely to be pinging creatures
The fact that it gives deathtouch does severely disincentivize opponents from attacking, which would lead to board stalls, so the double discard is a good thing to force the controller not to sit back and wait out the game.

You have read that wrong. It only gives deathtouch to attacking creatures. However your point is valid when you replace it with the right keyword. Lifeline to all defenders makes attacking very lackluster.

Yeah, I did read that backwards. Disincentivizing blocking is less an issue since it does push the game towards ending.

And yeah, regeneration would be a bit much but that mechanic is pretty much gone anyway so no real loss.
