An in-color pie version of this card would be an instant (or even an enchantment with flash) that creates a X/X elemental token for you whenever an opponent casts a noncreature spell (X = mana value of that spell). If you wanted it to still nerf extra turn-spells, you could tack on a "players can't take extra turns" clause.

This would be a much more in color answer for Green, and there is even already precedent for this in Arasta of the Endless Web
Because of the time-lapse, that this can only effect things on the stack (even though it can also effect instants and sorceries), it can still cost 1 less than Beast Within and will be fine.
Against aggressive discard/aggro [BRG—URB] giving your opponent another sizable creature is one of the last things you can really afford to do.
Its utility can be laughable when you really think about it.
Because of the time-lapse, that this can only effect things on the stack (even though it can also effect instants and sorceries), it can still cost 1 less than Beast Within and will be fine.
Against aggressive discard/aggro [BRG—URB] giving your opponent another sizable creature is one of the last things you can really afford to do.
Its utility can be laughable when you really think about it.
Take something away but compensating your opponent (like pongify or skyclave apparition) was a blue and white thing and is now a purely white thing in the modern color pie (which was updated in the last couple of months), with the caveat that red can get polymorph effects (which are no longer blue) and that some black discard effects let an opponent draw a card afterwards.
Green does not get “You lose your spell but get an elemental” because it does not gain “You lose X but gain Y” effects in modern magic (you’ll note the absence of anything remotely like your card being printed after Kenrith’s Transformation over a year ago).
Regarding the need for all colors to have certain resources, that is not wrong.
If is commonly believed that every color needs card advantage and mana acceleration options of some kind to succeed.
Interacting with spells, however, is not commonly seen to be a thing that all colors need.
Whether is works against epiphany or not is irrelevant because it is doing something that green should not do.
