Should maybe be "For each card drawn this way, ~this~ deals 1 damage to each opponent." As written it sounds like it deals 1, then 2, then 3, etc. damage. (Or even worse, it deals damage equal to the number of cards you exiled for each card you drew. It's very ambiguous. I'm assuming you want it to deal damage equal to the number of cards you drew to all opponents. Any other interpretation is OP.) Also the damage needs a source.
The pun is ruined by drawing plus one as opposed to minis one. Other than that its a fully reasonable card. Probably too costly on cast and activation. 10 total and even just 6 to activate is too much.
I definitely agree red shouldn't outright plus with repeatable card draw. I'd make it card-neutral and replace the 5 with x, where x is equal to your hand size. That way you're drawing x cards, dealing x damage, and the cost scales with the number of cards you're shifting. Also, I guess an argument could be made for the cards going to the bottom of your deck instead of exile, or possibly even shuffled in.

Not true in the slightest. It would just need an appropriate cost. 1R feels like a reasonable cost to negative wheel and damage, maybe decrease the cost of casting by 1.
