We already know that white is getting a new treasure making card and the card with "tax" in its name sounds like it would be the right card... and "taxing" opponents for monologuing (casting too many spells) seems like a likely trigger. Would not be surprised if Monologue tax ends up being something similar to the above or... Okay, it probably won't be that good. Maybe something closer to...

I like your version though. It seems fitting for the name.
You can't impose an additional cost as a triggered ability, because by the time it triggers off a spell being cast the spell is already paid for.
It would have to say something like:
"Spells your opponents cast cost 2 more to cast for each spell that opponent has cast this turn."
I think this version causes fewer memory issues, since you don't have to keep track of who cast the last spell between turns.
