How does this take a lot of set up? If you want a degenerate combo maybe but as a simple part of a deck its an oppressive amount of card advantage with no set up and even less investment. As a legendary creature it makes for an oppressive commander that demands a rest in peace or similar effect or it is simply overwhelming. No hoops to jump through no forethought. Simply use this as a top end and go wild.

That's not set up. Its simply playing a deck with creatures. Either you win or creatures end up in the yard. Its not an overpowered ability just an overwhelming ability.
One thing it does need is specify "that were not put there this turn." to prevent returning creatures that died in the combat that trigger the ability.

No, the "return that many" means that if a creature deals 3 damage to a player you get 3 creatures. If 3 creatures each deal 1 damage you get back 3 creatures as well. Unblocked this guy gets back 5 creatures. Which is why I've said it's an overwhelming advantage.
