Exile Prestidigitation as it resolves.
You may exile a card from your graveyard to cast Prestidigitation from exile without paying it's Mana cost.

I'd say it doesn't need to exile as it resolves, as it costs a card to literally do nothing on its own. I'd also change the additional cost to exile a blue card, both to keep it from popping up in decks without blue as Git Probe was known to do.
Its super niche, so it would be hard to fit into a set cuz this doesn't want to be rare but it wouldn't really do anything in draft so you don't want it at common or uncommon either. Just for a cube or straight to constructed, though, it works.
Edit: Oops, I missed the part about casting it from Exile. Now its broken.
Its neat, but as its only use is part of a broken combo engine there doesn't seem to be a reason to make it.
If it actually did something I could see value in its existence but it would probably need to have additional costs associated to it if what it did was valuable.
It combos with a million things. You cast it once (or get it into exile) and it becomes "Delve 1: Cast a Blue Instant". Drowned Secrets is an easy mill-out, Chrome Mox can imprint, tap for mana, and then cast it penalty-free, Thought Scour turns into Storm Count+4, etc.
And unlike Gitaxian Probe or Street Wraith which have alternate text of "Library Size -1, Graveyard +1" this is more of "Graveyard -1" which isn't an effect anyone is really looking for, so it would only show up in decks looking to abuse it.
I'm with user_938036, not sure why it needs to be.
If its based off the DnD spell, I think it should be kind of like a charm that you can cast again and again. What I would do with this type of thing, based on DnD cantrips:

I just wanted to see if a spell that literally has no effect at 1 Mana could actually be too good. It has a million uses like you all said. Would be the engine for a Paradox Engine deck. Ironically enough. Enables storm to go off. Brain freeze after a little digging could mill a good amount of cards, grapeshot doing additional damage, etc.

Yes it's based off of the cantrip in DnD. They are heading to make more cards from it so I wanted to follow that avenue.
Lastly, and yes I know it sucks, but this would have to be a rare. It's at least a better pick up than One with Nothing. LoL. We'd fight to see which is the best "bad" card in magic. I think this one could take the cake.
I think the card would actually be significantly more balanced if it had to target a creature an opponent controls and gave them -1/-0 until end of turn or something. Kind of the Demonic Dread limitation.
But then, of course, the card would have an effect other than exiling your own graveyard.
I just... don't like what it is now. It's so obvious that it is in form and function a card that enables degenerate strategies and does nothing else that I don't think it should exist in this form.

Unfortunately the goal of this exercise "a card that does nothing but can be cast over and over again" can't be balanced. Because it does nothing there is no point between "broken combo" and "actually useless".
If it did something then you could compare its value against other cards when deck building but because it has one goal it is only usable if it is the best at that thing.
