I think that's too good.
The second effect on its own is fairly good for that cost, let alone with the tap ability on top.
I question whether this is actually a fun effect even if balanced more appropriately. Just has the potential to bring games to a grinding halt, largely invalidating most of your opponents' creatures. Looks brutal to play against.
I don't like it, simply.
For balance I'd put the abilities together. Draw a card and creatures with less power than the number of cards in your hand cannot attack you until your next turn.
I like the idea of putting the abilities together. That really balances the card. That way you cannot simply wait with the activation until the end of your opponent's turn to draw a card (unless you're okay with skipping the "moat" ability).
