Just an idea. I've always been a fan of Mortality Shift. What a weird card, right? I wanted to kind of blend this idea with Timetwister and essentially make a crazy card that does it all.

You need to add the “then shuffle your library” text from Morality Shift before the card draw to ensure that the library is randomized (unless letting players stack their deck was the intent).
Its not a black card anymore with the draw seven cards. Black doesn't net gain draw cards without paying some additional resource like life or sacing creatures. This is more of a red card as written.
I disagree with the last poster. Black wants some form of payment. It's most commonly life or sacrifice, but your library is also a form of payment. I can totally get behind that one.
I also was a huge fan of Morality Shift, but only played it in block constructed. I ran it and Genesis with Braid as a way to keep getting things to sac while they lost everything over the course of the game. When the game went long Wild Mongrel would be able to instant a Rootwalla into play for the sacrifice. Morality Shift wasn't needed exactly but when I cast it it would instantly set everything up right then and there.
Swapping your graveyard and your library isn't a cost, its a desirable effect, which is why it cost 7 mana and a card for Morality Shift. Granted seven is probably overcosted for the current era, probably closed to 5-6 mana now, but that doesn't change that this is a draw 7. Mono black doesn't draw without sacing creatures or paying life.
This card is literally Wheel of Fortune stapled to Morality shift. Black and some combination of Red and/or Blue would make sense, but not monoblack.
Disagree. It's not always a desirable effect. Can you make a deck where it is? Sure, but not always. Even One with Nothing can have a desirable effect.
A wheel effect that costs 7 is fine in any color. All you need is to make it have a color pie name and do something the color does. This costs you your library. You may get blown out from a whir on crypt for example. It's totally fine as is.

It's a strange card, for sure. I feel like it is a bend in black, but it doesn't undercut any of it's weaknesses. I kinda like it as a niche piece begging for a puzzle
