I wanted a card that worked great in EDH when life totals got too high without just negating lifegain and could close out a game in the right situation. I couldn't think of a good name so I went with a Southpark reference that fit perfectly.

I'd rather see this without the hit to the current monarch; then it becomes a straight up bidding war around the table to become monarch.
If you want to leave the 10 life hit on, the person casting the spell needs to pay half their life as an additional cost. Otherwise the initial caster's risk is far less significant than anyone copying the spell since they'll still be at full life when the second person copies it.
Personally, I’m not sure if this concept really works.
The ultimate prize for this card isn’t very impressive and is very easily lost. If I cast this card and have an evasive creature that my opponent can’t block, my opponent has little motivation to even bother bidding as I’ll just get back monarch before they can ever benefit... especially as they’d need to lose so much life.
To counter that, I’d do something like,

Any opponent may pay 5 life to copy this spell.
The life lost is manageable enough to be tempting and this ability let’s the opponent who copies this spell potentially hold onto monarch long enough to benefit by taking out attackers.
I can see your points. I wanted the life loss to make coping it dangerous but I see the value in smaller effects. In which case I think a Smallpox effect is better but not taking lands.

I fear 5 is too low to discourage everyone from just bleeding each other.
