Menace might be better than intimidate for balance reasons, but otherwise it's a neat card idea.
I think Intimidate works better for a "merchant" than Menace does. If he hired bodyguards, they'd be menacing, but the penny-pinching merchant is just someone you want to avoid.
One thing I was wondering on this one, though, was if I could add a secondary creature type to this. He's not a warrior, and he's not quite a rogue.
I think wotc has shied from using intimidate, but I see the flavor. Actually I think menace has good flavor for it too. Also, menace and intimidate are very close to synonyms, so I don't think one is any better than the other for flavor purposes.
I'm thinking Rogue would still work for a second creature type, or even Pirate. You can be a merchant pirate, right? This has a Dockside Extortionist feel to it.

Flavorwise, I understand. However Intimidate means he's very good against red decks and significantly worse against non-red. Menace more consistently sneak through for some value.

Rogue fits with the way rogues are treated in Magic with things like Bane Alley Broker and Contraband Kingpin
