Originally put it at CMC 2 and thought even that may be a bit rough for a card that does nothing until your next turn... when it roba your own card drawing.
No max handsize effects are highly valued in commander, but not many other places, so this seems fair at 1 cmc. The tap ability is interesting in that you're effectively paying card advantage to use it. Its sort of like a Sensei's top with less straight advantage.

If you have any criticisms to give to the original card, I am willing to hear them. Getting two cards that are only tangentially linked to the original with no direct notes on the original card is not useful or desirable feedback.
Interesting this card alone makes you inmortal to no-cards in deck by itself. I believe. That's a wired but niche implementation of this card's usage, besides unlimited hand thingies. I like.

Making vaguely related cards (1-drop artifact books related to card draw) and expecting me to infer your commentary on the original card is not useful criticism.
I do want to indicate that from what I have seen, I may take your criticism with a bit of salt due to your preoccupation with “force majeure” and unexplored rule space, your belief that the game need not be designed in a way that makes it easy to learn or preempt cheating, and the fact that the rules text you produce rarely functions as intended. While I will still hear any commentary you may have, I recognize what you have produced (and feel that I have a right to bring it up here as you have posted a deus ex mechanic, uninvited, in this thread) and will weigh your advice accordingly.
Again, if you have commentary or criticism for the original card, I am ready to hear it. If you don’t, I am happy with this thread getting a decent number of views even if nobody comments.

Replace draw with X seems like an under-explored design space, and I certainly could see myself using this card in some of my decks.
Not really a criticism, but using this card against someone struggling with card advantage would probably be a slap to their face. Kind of like a "I'm drawing so many cards, I rather Scry 3!"
Makes me wonder what else could be done with a "the next time you would draw a card, do x instead" type effect. The only thing about this that makes me not want to use it is the situation where I Scry 3 and realize the top card was exactly what I was hoping to draw.
Interesting design. I’d consider it in a few decks for commander, but it competes with with the likes of Thought Vessel. I’d still consider it in Yennet, Kadena, and Jhoira 2.0. Still, a 1 cmc artifact that grants no max hand size and another benefit will always have uses, like Library of Leng.
It's odd to put an effect that replaces card draws with another effect that is only useful if you're actually drawing plenty of cards. Like, replacing card draw and having no max hand size are effects that are most useful when you have a bunch of draw card effects, but if I'm replacing my extra draws with scry, I might well not need any extra hand space.
I would probably switch the extraneous hand size for something else.
Maybe a loot effect that could combo with the tap to scry instead of drawing could be interesting.
Or maybe just an effect to enable you to straight draw cards somehow.

When you click on an individual’s username, the last option on the drop-down menu is labeled “ignore user”. I have let to use the option myself but let me know if your friend has any success.

Oh that is a really good point, this can't easily be used in conjunction with counterbalance unless you also have an instead speed way to draw a card to let you use it. I think that's enough hoops to jump through.

The 'No maximum hand size' would probably want to take a more unique form so that it doesn't impede too strongly on other stuff. You can only rehash the same effect so many times before it's going to lose its shine.

I like the direction this is going, but it feels weak. Not a big upside, it isn't going to go off all that often when you are going to want to be drawing some cards with this, and occasionally the lack of a 'may' clause is going to be an annoying drawback. Maybe make it draw two cards and add a 'may'?

I absolutely love this card name, theme and effect. I would play this. Excellent design! Now I wish it were a real card. It sounds like a Theros artifact too.
