I'm doing a set creation exercise and, long-story-short, I want to design some cards that benefit from an opponent having snow lands/permanents or punish them for it.
Here are my constraints
-These will be commons in a Horizons power level set
-They should be playable in Draft, but probably not early pickable
-They should be something that would be sideboardable in Pauper, ideally to push against decks that run all snow lands for only one card's benefit like Skred
I'm open to suggestion of what colors would make sense as the most "anti-snow," but answers from any color are welcome.
EDIT: Here what I've come up with so far. Most are based on already Pauper Legal cards, but tweaked to give bonus on opponents with snow lands.
*Snow Purge* 2W
Sorcery
Exile target nonland permanent if that permanent is tapped or if its owner controls a snow permanent.
Consign to Frost 2U
Instant
Return target permanent to its owner’s hand. If that permanent is snow, put it on top of its owner’s library instead.
*Snow Duress* B
Sorcery
Target opponent reveals their hand. That player discards a snow card and, if they do, draws a card. Then you choose a noncreature, nonland card from their hand. That player discards that card.
Cryotechnics 4R
Sorcery
If an opponent controls a snow permanent, this spell has split second.
Cryotechnics deals 4 damage divided as you choose among any number of targets.
Snow-Shrouded Gnar 2G
Creature - Beast
This spell has flash and cannot be countered as long as an opponent controls a snow permanent.

Do you have a setting that you're using to guide the flavor?
Older Magic as a Board Game: Panglacial Wurm , Mill
The idea I had yesterday was.
2G
Creature-Beast
This spell has flash as long as an opponent controls a snow permanent.
