Flicker is currently not in red, though red does tend to have a growing list of temporary abilities. I would like to see an exploration of slow flicker in red specifically locked in at targeting opponents' cards. This would let red interact with enchantments like Sphere of Safety without outright answering them.
Bounce was tried in red and deemed too strong to be worth it. This will be much the same. It's not out of the question, but it's something that would need to be tried extensively first, and this really isn't something red is lacking in so there's limited utility to that.
