Lore
The design of this card was based on a gambler. Mejore is a frequent loser in casino and spends most of her time running from debtors who want their money (or her life). She eventually paid them all back, only to fall indebted again, but she never cheats and always manages to live another day so she could clear what she owes.
First ability = Paying debt.
Second ability = Staying alive.
Third ability = Hitting the roulette table again!
Mechanic
Simple mix of W and R here, Each time Mejore “escapes with her life,” you get a luck counter that could be utilized. Her abilities are luck dependent, but one could use proliferate to add extra counters to her. (She’s lucky to have you as her summoner!)
The wheel effect may be too strong in the right deck, but Boros has always been the underdog, and it's not particularly easy to get five counters, so I'm personally ok with it.
It's an interesting card with lots of flavor. If I where to change one thing though, it'd be to add the lifelink ability, so the card can trigger itself. That way, the card is (somewhat) playable outside of constructed and could eb included outside of dedicated lifegain decks. I'd personally use the second version, as it's a bit easier to parse and is a bit more versatile (though it makes the 'treasure generation' ability a bit less powerful).

Lifelink is a good point. Best cards are the ones that could stand on its own. Some commented in another forum that evasion in version 2 is more suitable than indestructible also.
I think the adjective concept of a "debtless" character is a poor focal point. It's kind of blanche and unimaginative, and veers into deathly pale waters where the flare and fantasy of action and adventure (drama, horror, macabre, etc.) is lost.
Given how it's tax time, I totally get the notion. However, it's a heavy cost to pay to make a trivial statement. This kind of character concept is so monotone, that it makes me dreary just thinking about it. I've been a passionate advocate on this topic in the past, and have noted how developers should stray as far from aspects like this (and other adaptations like it) in their work. And explained how in quicktime, they will have this exact effect on the product as a whole, and will strip from it coherence† and force majeure. This takes the fun and fantasy right out of the product, and for a fantasy card game, you mine as well be playing with math flash cards at that point. That's exactly what the experience begins to boil down to when you start to centerpiece such monotone concepts.
If I could redirect your creative direction, an amulet or trinket (or other precious gem) that 'alleviates debt' somehow, would have much more flare and fantasy to it, while preserving the envision concept.

lol my goodness, I'm sorry, but you completely misread my intent. I did not create this card with anything tax-related in mind. I was in my usual mood for a non-combat Boros legend and felt it combines the traits of both; a gambler who always pays her debt, simple as that. Given how it's tax time, I suppose I understand where you get the notion, but your suspicion was so far off the mark, it brought a smile to my face.
But I applaud your imagination! And therefore I understand why you might find this card bland. I presume you're an ardent fantasy reader, so you must know that even in a world of magic and dragon there are regular folks who have nothing to do with both, aye? Most people just want to make a living and have fun, leaving all the fire blasts and heroism to those who're good at it.
Fantasy stories are filled with fantastical stuff, at the same time they are also NOT limited by fantastical stuff, remember that.
