Combat is one of the less valued procedure in EDH due to high number of opponents and prevalence of combo/control, which also makes stereotypical Boros decks less popular by default. I think WotC could and should make damage matters more in EDH, not necessary with bigger creature, but expands on what's already abundant within white/red arsenal.
As-worded it would count cards with multiple keywords multiple times. Probably fine in commander what with requiring board commitment with all the boardwipes likely being thrown about, but seems pretty strong in any 20-life format.

Yes, it will likely go into an EDH product instead of a Standard set. I made it legendary just in case even if it's used in standard you could only have one copy out. If it's in standard, it might count the number of creatures with combat ability then deal that much damage to one target, rather than a repeated process with spreading fire.
It could of course also made into a PW where the ultimate gives keywords, and the - ability deals damage on the side.
