So I had am idea after working on my ninja deck that there should be a ninja plainswalker. Heres what I have so far.

Legendary creature - Rat Ninja(1/1)
Ninjutsu 2ub
Each creature able to block Bait, Clan decoy does so if able.
Whenever Bait, Clan Decoy deals combat damage to a player exile Bait, Clan Decoy and return under your control it transformed.
Blink-Bait, Escape Master(4)
Legendary plainswalker
+1: Target creature can't be blocked until end of turn.
-2: Return target nonland permanent to its owners hand.
-1: Blink-Bait, Escape Master becomes a 2/3 Rat Ninja until end of turn and is unblockable.
That is a strange card. The flavor is all over the place and yet I feel I understand what you were going for.
That said the lure ability is green you shouldn't put it on a monoblue creature even if there is flavor justification. You usually shouldn't ever do something just for flavor. The contradiction between wanting to be blocked and triggering on unblocked is weird but the card would be better served if you went all in on one identity.
The planeswalker is fairly weak. The plus is useless the turn you flip and they become such a small creature that it costing loyalty hurts.
Something like this better?

Neither version of the card has anything black about its mechanics. The +1 is still also not useful the turn it transforms, which is not great - it can still be activated, of course, but you need additional combats for it to ever matter.
The idea of a Ninja planeswalker is pretty great and ninjutsu + the transform condition is neat. Just, think what abilities would a UB Ninja 'walker actually use?
If you want to go that route then the plus should return a non land for each player otherwise it can be too oppressive. And the minus has to cost more than half their starting loyalty because they are too cheap to be double removal.
I was thinking it over what about something like this.

-2: Target player reveals their hand, choose a card that player discards chosen card.
+1: Blink-Bait, Escape Master becomes a Rat Ninja X/X where X is their loyalty, until end of turn and is unblockable.
