Honestly i really, really hate emincence. I think it's a wrong ability, even when used for weak effects.
However, while making joke custom cards with my friends, one them proposed a cycle of legends with eminence. It make sense, from a flavor point of view, because they were all pretender to the throne. So i tried to challenge myself and make cards that are fun and interactive even with eminence

The design is a little repetitive, but honestly i think the correct way to do eminence is to use it for charging something that still requires interactable actions to be done, instead of just giving you free stuff
How i feel about competitive players and casual players in EDH: The competitive are german tourists, the casual are italian tourists, both in a italian beach. The italians asking themselves "why are the germans here?" make a legitimate question, the answer is because the beach is beautiful, no matter the country you came from. The italians wanting to ban the germans are dumb, because if the germans pay for their stay and follow the rules like everyone else, they have the right to be in the beach. Hovewer, if the germans started to ask themselves "why are the italians here?"... they would be dumb as hell.
You need a similar Skullbriar text to retain the counters your commanders get while in the command zone. Otherwise your commanders will lose all counters on them in the command zone one a player casts them.

The point was to make an eminence creature as interactive as possible. My idea was to use eminence as a way to "charge" while you are doing other things.
But at the same time you can lose your charges.
Crusch is clearly the most interactive of the bunch, but it think the other ones aren't bad too. For Emilia can't win the game alone on the spot even with 100 counters and you may want to cast her and use her abilities politically to help other players' creatures during combat. They all provide benefits by being on the battlefield, even if by the most cutthroath cEDH point of view it may be inefficient to cast them.
So regarding the counters, will a "counters remains on X as it moves to the stack" clause work?

So regarding the counters, will a "counters remains on X as it moves to the stack" clause work?
You'd also need a clause so the counters stay when you move them from the stack (or command zone) to the battlefield.
It seems overall quite wordy.
I think, you have the right idea though with an eminence ability that creates a charge to be used up while on the battlefield. You could even have abilities that intentionally return the commander to the command zone to "recharge".

Except the creature never moves straight from the command zone to the battlefield. Only a few creatures, like Derevi, Empyrial Tactician, can do that. The creature moves from the command zone to the stack to the battlefield, which are the usual two zone changes associated with casting a permanent spell. You can't just shrug away the stack here.
There are a few options here. One is specifying both zone changes involved in casting the spell. Another is a full Skullbriar clause that excludes leaving the battlefield. Finally, there's also the option of abandoning putting the counters on the commander entirely. To preserve interactivity, all of the commanders could put counters on permanents already on the battlefield, like Anastasia does.
For Crusch you could give it a Riding The Dilu Horse ability or imply a pay x charge, get x +1 counters.
It is still a dumb uninteractive overrun imo, but atleast not as repeatable.

Not if the counters don't do anything unless your commander is on the battlefield.
What about something like "blah blah blah you get a charge counter"
Then when ~ enters the battlefield remove all charge counter from you and put that man whatever counters on your creature. This removes the confusion of zone changes, and allows even more interaction with stifle being a thing.
