An Ojutai defector who hails from a village that kept the old Jeskai Way alive in secret. Ojutai discovered the village, froze the inhabitants as punishment, and left, unaware of one survivor who had been absent when he attacked. Shen Huo returned to find his entire village, including his family, frozen in an icy tomb. His heart burning with anger and hatred for dragonkind, Shen Huo swore vengeance, and has joined the rebel movement sweeping Tarkir, spreading the fires and teachings of Jeskai anew. Shen Huo seeks to slay Ojutai himself, and has been practicing his Dragon-Killing Arts on Ojutai dragons in preparation for the eventual duel.

Shen Huo's cost reduction ability is inspired by combos in fighting games; the more noncreature spells you cast in a single turn, the cheaper each one becomes for that turn. For example, you could chain Myth Realized into Scroll of the Masters, Jeskai Banner, and Swift Kick in that order, all for one mana each. Thus running noncreature spells with a variety of converted mana costs is a good idea.
Shen Huo's second ability replaces each noncreature spell you cast with a new card, making it easier to chain spell combos together, and gains you life, which itself can be comboed with cards like Cradle of Vitality and Searing Meditation.

Without restrictions on the cost reduction this becomes outright broken in an artifact-only deck, allowing you to draw and cast big part of the deck in a single turn, then finish the game with any storm spell.
A little too broken for just 5 mana.
This guy has to loot rather than straight up draw, maybe even rummage rather than loot. That way you are probably going to be actually playing spells rather than just artifacts. Looting also has the nice flavor match of Jeskai Ascendancy, which brings up the second change I would make; though it's for flavor rather than balance. Give this guy +1/+1 instead of gaining life, maybe untap him. So you essentially make this guy a solo Ascendancy. It fits very well with the flavor.
Well, I was going to make the card draw impulse draw, but I wanted something that would make the card feel more WU. I considered the Strongarm Monk ability for the white part, but I liked the use of lifegain more as it felt more novel. Would it help if the card draw required a mana payment? That way, it's never truly free. And it's reminiscent of cards like Quiet Contemplation and Skywise Teachings. Or, perhaps Shen Huo rewards you for casting spells that target creatures you control, thereby pushing towards Auras, instants, and sorceries?

The hoops are in writing the ability not in executing. The player isn't jumping through hoops the designer is. The card looks like it wanted to say "Whenever you cast an Aura spell draw a card." But because its RWU it's trying to play the part and instead says "Whenever you cast a spell that targets a creature you control, you may draw a card." It's not bad in anyway it just feels weird.
If the flavour is having the player perform a martial arts attack combo, probably limiting the cost reduction effect only to instants, sorceries and may be auras could be a better fit.
Otherwise, you could limit the card draw trigger to trigger only once when you cast a certain number of spells, that way you have some kid of "combo finisher", for example:
- When you cast a non-creature spell, if it was the third non-creature spell you cast this turn, you may draw 2 cards and gain 5 life.
Aura spell? Shen Huo wants to play with instants and sorceries just as much if not more. "Spells that target" covers instants and sorceries as well as Auras.
