Every time I read a comment about "Well if this card had card draw/trample/haste/indestructible/hexproof/life gain...", I think "You're missing the point." They're armchair developer comments that fail to take into account the card's role in the greater Limited and Standard environment. No, it may not be as good as whatever card you're comparing it to. There's a reason for that. Not every burn spell is Lightning Bolt, nor does it need to be or should be.

It's a creature tutor to the battlefield as much as it is a clone from the library. This is not technically breaking the color pie, but essentially some color pie crust design similar to Body Double.
I read the card as U "Search your library for a creature card and exile it. Then shuffle. You may cast that card."
The total lack of restriction on choosing the creature here is in issue. "You can cast it." is already the restriction on anything you want to cast with mana, so that wouldn't count. Blue as a library manipulation color should probably go for something more "Look at the top N cards of your library"
Overall exiling the creature card to then copy it also feels like some added unnecessary steps to Planar Chaos the card into blue (Planar Chaos is now a verb meaning "make it happen in a color that usually wouldn't get it; colorshift with a less common target color"). This is especially notable since blue can use shapeshifting creative flavor to put cards directly onto the battlefield as well.
