Loyalty: 4
So, what you think about it? Could be modern playable? Or too broken? Suggest any fixing?
I loved the idea to experiment with the design of a PW having 2 ultimates symmetrical but opposite and you choose the one you need most in base on the moment. The randomness of the first loyalty ability needs to capture the craziness of unpredictable "mad scientists" vibes of the Izzet league, while I added a triggered ability to help Ral to reach competitively the emblem, depending how strong the 2 main things Izzet mechanically cares about, damaging, drawing cards and indirectly, instant and sorceries matters.
Some of this needs rewording (especially because players don't deal combat damage); the overall package is inevitably quite wordy.
"Whenever you draw a card other than the first card you draw in a turn or a source you control deals 2 or more noncombat damage, put a loyalty counter on Ral.

While having no regular minus ability is a severe point against any planeswalker, the +1 is potent and the triggered ability builds loyalty fast.
I really like the two emblems calling back to Niv and their infinite combo together. I'm not sure how well this works balance wise but it's nice to no that the ability that's suppose to "outright win you the game" can combine with its fellow to be a game win combo (at least in two-player; in multiplayer it seems like a self-milling risk, so therefore I might put a "may" in the second emblem). However, two different emblems on the same planeswalker might be inviting memory issues. I know I have experimented with the same idea before but I'm well aware of its problems, lol.

But isn't with this wording only 1 card that I draw if I cast a Lightning Bolt? What I want is that for every single point of damage I draw a card, so that a Bolt means Ancestral Recall, and with the other emblem, an Ancestral Recall is also a Bolt.

I don't think so, since Tokens for emblems exist and even if don't, you can always write the emblems on a piece of paper. It's no different issue of when in any game you have many different tokens, or if you play superfriends, different emblems to remember.

I actually want that Ral only triggers with stuff like Divination (or bigger draw spells) or Shock (or bigger burn spells). I don't want that you can abuse the ability with stuff like cantrips or gut shot. How I should write the ability in that case?

Isn't stuff like Military Intelligence or Sidisi and all the "whenever one or more" templating kinda the same concept?
Yeah it's unprecedent for card draw but should do doable. Shouldn't be "whenever you draw two or more cards" templating doable as well?
