Since both Dredge and this use a replacement effect, you'd choose the order in which they apply. If Dredge applies first, there is no longer a card draw for Supply Line to replace, so its effect doesn't apply. Basically, you get to choose whether to Dredge or to Supply Line.

Please don't use the well-defined term "iintervening if-clause" for replacement effects. An "intervening if-clause" is explicitly a part of a triggered ability: an if-clause situated ("intervening") between the ability's trigger condition and the effect. (Though you explained correctly how replacement effects work.)

Further wording issue: The "If you can't" is ambiguous about whether it refers to being able to return a card to your hand, or mill yourself. Intent seems more likely the former, but text like that wouldn't stand.
The "If you can't" clause is extremely weird since the card by itself not only fills your graveyard, but also re-fills it. I'd like it more if it actually had a negative billance over time on your graveyard size e. g. exiling a card from your graveyard for every card you return rather than milling you. As it is the clause is just something another player needs to be able to exploit and never will matter to you.
Overall the card's greatest weakness is that it leads to repetitive gameplay. It's easy to imagine the enchantment recurring the same spell over and over that you cast each turn. Essentially giving every card in your graveyard dredge 1 means you never run out of answers or threats and don't have to worry about mana flood. That's quite a package for two mana.
Also worth mentioning is that it also makes a player's hand public information over time (unless you recur e. g. Demonic Tutor).
tl;dr: I think, the card is overpowered/undercost, but even if it was just pushed enough to see competitive play it would still be a horrible change to the way games play out.
I hope, I'm not to negative. I have a hard time seeing what this actually could be if it was taking care of its issues.
