Versilix is a Neosliver, a breed of Slivers that were bioengineered to develop more humanoid forms with greater intelligence and self-awareness while retaining the abilities of hive mind communication and shapeshifting. An unexpected byproduct of the project is that the Neoslivers developed stronger humanlike emotions as well. Versilix grew quite close to her handler as he educated her about the world and herself, and treated her with kindness. For the first time in her life, Versilix experienced affection and attraction. She began to think of the handler as her mate, a sentiment he found fascinating, and was tempted to reciprocate. However, one of the chief biomancers secretly planned to create an army of ruthless and efficient Neosliver super soldiers, and viewed such feelings as weaknesses to be bred out.
The biomancer had Versilix restrained, tried to suppress her emotions, and tried to turn her into a vicious killing machine. The handler protested and tried to stop the operation. As punishment, he was locked in the same room as Versilix, intended to be her first meal once she was transformed. For the first time in her life, Versilix experienced fear and anger. She instinctively called upon her fellow Neoslivers to break loose and aid her. In the ensuing chaos, both the biomancer and the handler were seemingly killed. For the first time in her life, Versilix experienced horror and heartbreak.
The pain caused her spark to ignite, sending her to a world where more primitive Slivers existed. They accepted her as one of their own, and even began mutating to match her form. However, they could not emulate her ability to planeswalk, nor could they communicate personally with her as her fellow Neoslivers did, still possessing primitive hive minds. Most other humanoids shunned her, and some even tried to kill her. For the first time in her life, Versilix felt loneliness and sadness.
Now Versilix wanders the Multiverse in search of a place where she feels she belongs. Part of her yearns to return to the plane where she was born, where others like her exist, while another part of her fears the painful memories that await her there.

As long as it's your turn, ~ is a 7/7 Sliver creature with "Slivers you control have indestructible. (She doesn't lose loyalty while she's not a planeswalker.)
+1: Create a 1/1 colorless Sliver creature token.
-3: You get an emblem with "Sliver creatures you control get +1/+1."

MTGS Wikia Article about "New World Order"
Every time I read a comment about "Well if this card had card draw/trample/haste/indestructible/hexproof/life gain...", I think "You're missing the point." They're armchair developer comments that fail to take into account the card's role in the greater Limited and Standard environment. No, it may not be as good as whatever card you're comparing it to. There's a reason for that. Not every burn spell is Lightning Bolt, nor does it need to be or should be.
PSA to everyone who keeps forgetting about the Reserved List:
You're on a website dedicated to talking about MtG. You're only a few keystrokes away from finding out what cards are on the Reserved List. You're also only a few keystrokes away from finding out why some cards on the Reserved List got foil printings in FtV, as Judge promos, or whatnot, as well as why that won't happen again. Stop doing this.
On a more serious note (though I am kinda serious about it.) I like that you made her into a (part time) sliver in order to solve this "it's a sliver but doesn't get sliver abilities" issue. (If I didn't know better, I'd assume you'd read my post over in speculation. :P)
At any rate, she's... serviceable, if a bit safe. Her abilities are relevant, but not overly exciting. (I assume her splash is that she's a sliver planeswalker.)
Personally, as a sliver player myself, I'd like a way to keep sliver abilities, even if the sliver has died. Barring recursion, once a sliver is dead, their ability is gone and recursion is almost always on non-sliver spells. (And Dregscape Sliver is only for a turn.)
How about her ultimate is something along the lines of "Exile a sliver creature card from your graveyard. Create an emblem with the abilities of the exiled card.". Maybe flavour it that she can extract the essence of slivers to add it to her genetic repertoire (a bit like Zerg I guess). A five coloured card can stand to do something funky like that.
passive: like you, a 7/7 creature, but with "prevent all damage that would be dealt to" (cause we already have our 5 mana sliver that gives indistructable)
+1 create a 1/1 sliver creature token
-3 look at the top 4 cards of your library, you may reveal up to two sliver creature cards and put them into your hand
-9 for each nonlegendary non-token sliver create a token, thats a copy of that creature
Uh... doesn't the "doesn't lose loyalty" text stop it from using its -3 ability?
Personally, I would use "prevent all damage that would be dealt to slivers" to use the same text as Gideon Blackblade and avoid making a second 5-color indestructibility sliver.
Originally, her - ability tutored Slivers a la Sliver Overlord. I liked the idea of making her a homage to previous WUBRG Sliver legends, though I might rethink that idea since I have a more fleshed out backstory for her and all.
How's this for a Sliver walker with more spice?

0: Create a 1/1 colorless Sliver creature token, then put a number of loyalty counters on ~ equal to the number of Slivers you control.
0: Until end of turn, ~ becomes a Sliver creature with base power and toughness each equal to the number of loyalty counters on her. (She doesn't lose loyalty while she's not a planeswalker.)
-15: Search your library for any number of Sliver creature cards and put them onto the battlefield under your control, then shuffle your library. Slivers you control gain trample and haste until end of turn.

This card is ridiculous, but a five color planeswalker should be, so I think it's okay.
Personally I feel like a sliver planeswalker should do something crazier. (In terms of design, not power level.) We already have fetching slivers and buffing and adding keywords is something every sliver can do. Slivers already have a limited design space due to their inherent design restrictions, so I'd really want a planeswalker sliver to do something only a planeswalker can do. I really liked the use of an emblem in the original design, because that's restricted to planeswalkers, but a simple buff felt a little off to me. Hence why I suggested the "preserving sliver abilities." emblem.
