I been building a Feather Commander deck and its been neat that it encourages cards you wouldn't normally play, especially in it's colors. In that same vein, here are some ideas:

Any particular reason why Vareer has you discard a card, copy the card, and cast the copy? Why not let you just... cast the Trap card without paying its mana cost?

Bobyl doesn't really seem like fun for anyone.
What? Discarding cards can be used a resource for graveyard shenaningans and at this point drawing 3 is just a nice lucky plus. So it's fun for the caster.
And if somehow you can't gain advantage from discard but you have to risk to lose precious resources, the risk of the gamble is fun for your opponents in that case lol.
You have a very limited and short-view idea of what is fun apparently.
I've seen, played, and enjoyed discard decks; it's the draw three cards on Bobyl that's the problem. It's a one-sixth chance that you have basically no control over other than with Un-cards that allow you to reroll dice. So if you win off the Ancestral Recall, both you and your opponents will leave feeling like it was on a fluke.
I also enjoy randomized effects, just not like this at all.

...which is exactly the whole point and concept of the card. Gambling must be something you don't have control over, and that's exactly what excite the gamblers.You feel good exactly because you won your mini-lottery, like a miracle from heaven. Sure, the card maybe it's not your coup of tea, but from here to say "it's no fun for anyone" there's an abyss.
I'm trying to wrap my head around it but I believe rule 614.12 Farogar of Faarwood messes with this guy in fairly significant ways. If a creature without ability would enter with +1/+1 counters it shouldn't get the 3 counters from Farogar. Because you can choose the order you apply replacement effects you can apply their first and I think it solves most problems except for the obvious of having multiple Farogars. However, it's a strange concept and I'm not sure all problems are solved that easily.
You glossed over it when Void asked but why does Vareer, Machination of Eons discard and cast a copy instead of casting for free? Also, you need a lot more words to make it function right. It would be "2,t:Discard a Trap card. Create a copy of the discarded card. You may cast the copy without paying its mana cost."
I love the mini-theme of tying octopuses to 4 and 8, Lorthos did it first and best but it has been done quite well. Too bad there are only two other octopi for Yegoloth, the Sea Spanner to make uncounterable.

No reason, just off the top of my head wordings. First passes can be sloppy.
Bobyl isn't for everyone and borders on unhinged, but it certainly has an audience who would try to abuse it with madness and avoiding the downside.

First I would like to say I am unreasonably bad at checking a poster's names and make a lot of assumptions.
The replacement Issue is that because a creature entering with +1/+1 counters will have haste, trample and Vigilance so it wouldn't have "no abilities". As I said the only issue I could actually find was having two copies of Farogar, obvious if similar cards ever get printed then the issue becomes much larger so it should at least be recognized when first encountered.

Honestly this looks a little weak. Why not tap and/or untap 4 permanents, even your opponents'?
Vareer is obviously meant to synergies with the cycling matters cards from Amonkhet block. They are even in the exactly right colors.

How i feel about competitive players and casual players in EDH: The competitive are german tourists, the casual are italian tourists, both in a italian beach. The italians asking themselves "why are the germans here?" make a legitimate question, the answer is because the beach is beautiful, no matter the country you came from. The italians wanting to ban the germans are dumb, because if the germans pay for their stay and follow the rules like everyone else, they have the right to be in the beach. Hovewer, if the germans started to ask themselves "why are the italians here?"... they would be dumb as hell.
