This started as a cycle of sorceries that tutor up the five iconics: Angels, Sphinxes, Demons, Dragons, and Hydras. When thinking of how to better distinguish the five with an additional effect for each, I got the idea to turn the sorceries into enchantments that each tutor up one card of the appropriate iconic type as an ETB effect with a second ability that triggers each time a creature of the appropriate type enters the battlefield under your control.

MTGS Wikia Article about "New World Order"
Every time I read a comment about "Well if this card had card draw/trample/haste/indestructible/hexproof/life gain...", I think "You're missing the point." They're armchair developer comments that fail to take into account the card's role in the greater Limited and Standard environment. No, it may not be as good as whatever card you're comparing it to. There's a reason for that. Not every burn spell is Lightning Bolt, nor does it need to be or should be.
PSA to everyone who keeps forgetting about the Reserved List:
You're on a website dedicated to talking about MtG. You're only a few keystrokes away from finding out what cards are on the Reserved List. You're also only a few keystrokes away from finding out why some cards on the Reserved List got foil printings in FtV, as Judge promos, or whatnot, as well as why that won't happen again. Stop doing this.
While the three consistent Icnoics are, well more Iconic. I think you should find other words than essentially their Type for the rites like you did for Sphinx and Hydra. Holy, Dark, Brutal? Divine, Cruel, Savage?
They mirrored abilities are a nice touch, but it makes the Blue one by far the strongest on its own. Scrying an amount would fit in better power level wise.

I only used Enigmatic and Primal because Sphinxes and Hydras don't really have a counterpart to Angelic, Demonic, and Draconic.
Perhaps Scry 2 for Enigmatic? That way, two of the Rites use the number 1, one uses 2, and two use 3. Or should the green one be dropped to one or two +1/+1 counters?

I was going to make the Angel reward 3 life, but I knew immediately how underwhelming that would be comparing to bolting and drawing cards. So, I opted for the wide pump effect.

Hmmm....I don't like that these are 5 mana do nothings on the turn they are cast but in dedicated tribal decks it might be okay. It would be tough to imagine a limited set where you could draft this and the relevant iconic creature with any regularity. I wish they provided at least a little upfront value outside of tutoring the creature when they are cast. The bigger issue is that giving every color access to a creature tutor even if it is restricted to the color's iconic tribe is a huge trespass into Green's part of the color pie.
They would probably be rares unless printed in a set where the iconic tribe in question shows up in a higher as-fan. And per Maro, every color is allowed to tutor for subgroups that color cares about, including creatures. Although, to reduce shuffling and repetition of play issues, they might opt for a newer version of tutoring:

There is no way these could be in a normal booster set. Which isn't a problem they're perfect for commander or some other precon. As for being do nothing enchantments, tutor spells are do nothing cards so that isn't a problem but an expected feature. Being four mana would definitely make them more appealing and probably still not too strong.
Do you have the Maro quote and context? I'm pretty sure he means Blue can tutor for artifacts, white for planeswalkers, and so on...not every color can tutor for creatures that are generally but not exclusively in that color. As user states these could not be in a normal booster set--I agree they would be a great fit for commander or a precon and they can afford to be four mana considering how narrow these tutors are.

No, he's right. There are already precedents for this.
In red Sarkhan's Triumph search specifically for dragons.
blue can tutor for Ninjas (Higure, the Still Wind)
In white you can search for small creatures (Ranger of Eos, Recruiter of the Guard) but im sure it could tutor also for angels theoretically.
I know Maro has said several times on Blogatog that cards like Goblin Matron and Sarkhan's Triumph are okay as they target specific subsets of cards that red cares about. If red, the least likely color to get a tutor, is allowed to have a niche tutor, so are the other four colors.
At any rate, let me point you towards the Herald cycle from Shards of Alara:
Though they do require creatures of two other colors, thanks to hybrid they are effectively monocolor tutors. Overly niche tutors perhaps, as they only tutor one specific creature each, but it goes to show how tutoring can be done in any color provided the tutor is suitably restricted.

Matron is old, Triumph is story/plane/PW specific, and the rest as you state only target a specific creature. I'm not sure this gets us to a whole cycle, but you've made a strong case that it could, particularly in a niche product such as one for commander or a precon.
