Lore
Kluxion was a merchant betrayed three times: By his master, his best friend, and his only love in life. In death, he vowed to destroy the traitors and all who associate with them one by one, like a plague if he must be.
Flavor
The idea is to capture a vengeful spirit who could travel and curse different hosts over time.
W: Shut down abilities and aura related ability via bestow/licid. Being a vindictive spirit. B: The -4/-4, deathtouch. Being a restless dead. R: Haste and attacks each turn if able. Being a vengeance individual who drives people to madness.
The reason that Kluxion is a -4/-4 is because a creature with bestow always have its base power/toughness the same as the enchanted effect. Therefore, to allow Kluxion to be a creature and survive itself, another line of text had to be added, to symbolize Kluxion’s temporary satisfaction after ruining a person’s life, then goes back to reckless abandon again.
Mechanics
- Under normal circumstances, Kluxion dies immediately when it enters the battlefield UNLESS it “becomes” a creature, which usually happen after you use its Bestow ability and the enchanted creature died. The casting cost is mostly for easy identification and prevent abuse.
- As an aura, Kluxion either kills the creature downright, or drive it to suicidal madness, then turns into a vengeful spirit after.
- Kluxion becomes an aura again when you use his “licid” like ability, but it cannot turn back to creature unless the host is dead; fitting to his lore. The added mana/tap cost is to prevent players from rapid killing. That said, granting Kluxion vigilance would allow him to attack then use his ability to “save” himself.
Strength
Being able to shift between creature and aura status, Kluxion would be a headache to remove, until mana runs out. Works well with enchantment based strategies.
Weakness
Mana intensive, and could be hard to keep alive due to its must attack phrase. You can, of course, uses his ability precisely before/after combat phase too.
I really like your usage of negative power and toughness here. The overall flavor of an evil spirit that jumps around possessing creatures is captured very well here. I'd change the wording of its third ability to make it a replacement effect instead of a triggered ability, since, the way you have it written right now, the creature would actually die for having 0 toughness before its ability can make it a 4/4.

I also like how, despite how powerful the licid-style ability is here, you have a number of means to keep it in check. The cost, for one, is nothing to sneeze at, especially if you intend to bestow and activate the ability in the same turn. Being a tap ability (and consequently a tapped aura) keeps the ability from being spammable, and it creates a chink in its defenses if it can't hide in a creature with 5+ toughness. Attacking if able forces its controller to grant it vigilance or make a choice between the creature and aura modes on their own turn.
I like the concept, but I feel this does too many things and over-complicates. Nixing some of the extra abilities and getting rid of the "become a spirit" clause (it's already a spirit) would help. Something like:

I second it not having negative P/T; that's just overly complicated and means you need more extraneous wording just to obviate it anyways.
the association between it being a 4/4 and giving the enchanted creature -4/-4 is already intuitive enough; i.e. that Kluxion is "cursing" the creature. However if you're going to give it deathtouch and haste, it really should also give the enchanted creature deathtouch and haste just for flavor/consistency reasons. It could even give +4/-4 just so it has extra usage; vengeance can also mean allowing an ally to attack with reckless strength!
The negative p/t feels so gimmicky. All it means is that you will never not bestow. I'm going to echo IcariiFA and say that it should just have a 4/4 default body so that you can cast it as a beater if you want.

If you need an extra clunky sentence to make him survive when he falls off of a dead creature as an aura, then your being unnecessarily over-complex. It’s more intuitive that he has normal power and toughness so that when he falls off he stays on the battlefield. I agree that the current design is complicated. If anything, I'd first remove the extra combat abilities to thin the text wall; the concept is unique enough without needing additional benefits. I found out that haste is largely pointless because a permanent can attack/tap as long as you control the permanent since your last turn, regardless if it was actually a creature. There's still a little gap where Kluxion cannot tap immediately, but that is a reasonable setback given his ability. To start:

At the same time, I'm not too sold on "Gameplay has to trump flavor every time", because some cards' value emphasizes on flavor over power. Niv-Mizzet Reborn for one could've saved a lot of text by allowing ANY multiple color cards rather than just different "color pairs", but from flavor's stance he can't be any other way, because he's the new Living Guildpact, and we all know Ravnica has only ten color pairs and no 3+ color cards. Jiyor is right that legends tend to have more leeways, but legends are legends because they are the walking-lore of this game, at times the flavor has to trump gameplay. I want to fix the card before breaking more rules.
That said, Kluxion is far from being elegant. I think the -4/-4 starting p/t is a unique design to keep, perhaps with text similar to Kjeldoran Outpost:

Bestow cost is traditionally greater than converted cost because the aura automatically becomes a creature when enchanted target dies, Kluxion is the other way around because it dies automatically if not fed. This version vastly reduce the Bestow cost and "licid" cost, so a player has a choice to pay extra to make him a creature.
The benefit of this design being able to spread out an otherwise costly creature and give more flexibility and what owner wants it to be. One can pay WBR to make it a simple kill spell, then 3 extra if s/he wants a creature, then another WBR if s/he wants to reuse the kill.

This version frees up text space in the box by splitting Kluxion's ability onto two cards. It also allow Kluxion to be a 4/4 without breaking the general bestow rule.
If you are going with double faced cards then there is little reason for it to even be a creature and use bestow on the front face. Though if you insist on that route because of power/flavor I would suggest you only get the pay off of a usable creature if you successfully enchant a creature and kill that creature. Interesting little fact, there is no card with Bestow without reminder text for bestow, I guess they found it so complicated an confusing that it always had to be written out. This method of double faced option also fixes the problem of your card not functioning the way you want it to with the whole becoming an enchantment again but it wasn't bestowed.
