I wanted to try another swing at an Azor planeswalker for a Ravnica-themed Commander deck. This one is quite different from my past attempts.
Azor, Guildpact Architect3WU
Legendary Planeswalker - Azor (M)
+2: Each opponent chooses a nonland permanent they control. Detain the rest, then draw a card for each opponent.
-3: Search your library for a noncreature, nonland card, reveal that card, put it into your hand, then shuffle your library.
0: Create Azor's Guildpact, a legendary enchantment token that's all colors and has "You may pay WUBRG rather than pay the mana cost for spells that you cast."
~ can be your commander.

Legendary Token Enchantment
You may pay WUBRG rather than pay the mana cost for spells that you cast.
The first ability is heavy control but with a slight mercy for opponents in the form of choosing which permanent isn't detained. You also draw a card for each opponent, helping you refill your hand in the late game.
The second ability allows Azor to tutor various tools of law and justice, be they artifacts, enchantments, instants, sorceries, or even other planeswalkers.
The third ability has you create the Guildpact, the act Azor is most famous for. Or should that be "infamous"? Since the Guildpact involved Guilds of all five colors, it only makes sense for the Guildpact token to feature WUBRG in some way as well. The Fist of Suns ability is a personal favorite for its ease of use, and it makes flavor sense as rewarding Guilds working together. Now you can easily cast those expensive, color-intensive paruns like Borborygmos and Niv-Mizzet.
With Azor's Guildpact, the power of ten guilds is in your hand!

Then it should be a Tribal Artifact Creature Enchantment Land that you cast so all colors can deal with it. I mean seriously, if that’s true, then it sounds to me like the green and white players have been crying about having black’s inability to deal with noncreature artifacts and enchantments and red’s inability to deal with Enchantments.

I feel like I'm not understanding the +2, because it seems like it would detain all but 1 non-land permanent your opponents control of their choice. If so, isn't that + drawing a card for each opponent waaay too powerful for a + ability?

My thoughts exactly unless I’m misreading it that +2 says tap an opponent out for all but one permanent including lands. So technically every turn you can tap an opponent out and win by just swinging with more than one creature plus the draw makes it like a game winning ability. I feel like either this should be an ultimate ability or this ability should be dumbed down to something like “detain up to 2 target permanents an opponent controls, draw a card” or something similar to that.
Edit: detain doesn’t really hit lands (just read it). Still feel this is too powerful if it hits all nonland permanents except one. It virtually will shut down certain decks.

Ah, I missed the part where "~ can be your commander" (probably because I have a tendency to ignore "~"). So I guess, with that in mind, you're designing by the rules. And I can see reasons for not wanting commanders leaving behind emblems, I just hope they don't do away with emblems on non-commander walkers.

A symmetric effect does feel in-keeping with the whole Guildpact theme.
