Since Narset and Sarkhan are going to be revealed within the next few days, I thought I'd take this last chance to make a guess as to their cost, abilities, etc.
Of the uncommon planeswalkers we've seen so far, there has been one 2M PW for each color except blue. Narset or Tamiyo logically would be the blue part of this "cycle". Since there are only five monocolor rare PWs in WAR and we've seen four, either Sarkhan, Narset, or Tamiyo is the last. There are also six multicolor rare PWs in WAR, of which we've seen five. No color pair gets more than one. Teferi's taken the WU slot, so that means Narset won't be the sixth multicolor rare. Tamiyo can't be WU, so she'd be GU. But, green is already well represented among rare PWs, while black only has Sorin, Vengeful Bloodlord. Sarkhan won't be UR or RG as those pairs are also already taken, so he's left with BR, which adds more black to the rare PW selection. Thus, my guess is Sarkhan will be BR, and thereby the sixth gold rare PW.

Noncreature spells you cast cost 1 less to cast.
-2: When you cast your next instant or sorcery spell this turn, exile it as it resolves. At the beginning of your next upkeep, you may cast the exiled card without paying its mana cost.

Narset's ability set is naturally inspired by Jeskai and Ojutai. Her first ability plays with noncreature spells in general (including planeswalker spells ), while her -2 basically grants Rebound to the next instant or sorcery you cast that turn.
Sarkhan, Dragon Broodlord3BR
Legendary Planeswalker - Sarkhan (R)
Whenever a creature enters the battlefield under your control, ~ deals 1 damage to each opponent.
+1: Create a 4/4 red Dragon creature token with flying and haste. Sacrifice a creature at the beginning of the next end step.
-X: Put a creature card with converted mana cost X or less from your hand onto the battlefield. That creature gains haste until end of turn. Return it to its owner's hand at the beginning of the next end step.

Sarkhan's ability set here is inspired by Dash, the Kolaghan Brood's mechanic from DTK. Sarkhan's first ability is taken from Impact Tremors. His +1 ability creates a Dragon token, but forces you to sacrifice a creature at the beginning of the next end step (hey, Dragons get hungry). His -X ability cheats a creature card onto the battlefield for a turn, with a loyalty-to-cost limitation to help avoid brokeness.

Every time I read a comment about "Well if this card had card draw/trample/haste/indestructible/hexproof/life gain...", I think "You're missing the point." They're armchair developer comments that fail to take into account the card's role in the greater Limited and Standard environment. No, it may not be as good as whatever card you're comparing it to. There's a reason for that. Not every burn spell is Lightning Bolt, nor does it need to be or should be.
