This is a variant of Morph I'd thought of for a return to Tarkir. Dracomorph combines the dragon and Morph themes into a single mechanic, reflecting Sarkhan's own ability to transform into a Dragon. The idea is that, since Sarkhan can turn into a Dragon, other humanoids of Tarkir might be able to as well. Sarkhan himself might be the one who first teaches them how to do so, calling it "unleashing your inner dragon".

Dracomorph 5RR(You may cast this card face down as a 2/2 creature for 3. Turn it face up any time for its dracomorph cost. If you do, it's 4/4, it's a Dragon in addition to its other types, and it gains flying.)
When ~ enters the battlefield or is turned face up, it deals damage equal to its power to target non-Dragon creature.

MTGS Wikia Article about "New World Order"
Every time I read a comment about "Well if this card had card draw/trample/haste/indestructible/hexproof/life gain...", I think "You're missing the point." They're armchair developer comments that fail to take into account the card's role in the greater Limited and Standard environment. No, it may not be as good as whatever card you're comparing it to. There's a reason for that. Not every burn spell is Lightning Bolt, nor does it need to be or should be.
PSA to everyone who keeps forgetting about the Reserved List:
You're on a website dedicated to talking about MtG. You're only a few keystrokes away from finding out what cards are on the Reserved List. You're also only a few keystrokes away from finding out why some cards on the Reserved List got foil printings in FtV, as Judge promos, or whatnot, as well as why that won't happen again. Stop doing this.

Is dracomorph meant to be variable or a stock 4/4 dragon with flying?
Here's my attempted streamlining of the ability:
Dracomorph {Cost} (You may cast this card face down as a 2/2 creature for 3. Turn it face up any time for its dracomorph cost. If you do, it's 4/4 dragon with flying.)
I just made it a dragon because it's shifted into a different permanent form via the ability.

I like how this builds upon the idea that morph on Tarkir is based on dragnic magic.
On the one hand it's more flavorful than megamorph, on the other hand it has design space issues similar to eternalize including a new not inconsiderable issue that the printed p/t becomes less of a balance valve since you might circumvent it entirely while paying the card in a play pattern that's more likely due to the nature of morph already setting p/t. This will also put a double-strain on your environment to acomodate for both 2/2 creatures and 4/4 fliers.
In a Tarkir setting this would be peculiar thematically. The dragons of Tarkir have some pride in being a superior race and myths about "lesser" people turning into Dragons e. g. upon death are... discourage... persecuted and purged, even. Would a Human Shaman be pro-Dragon or anti-Dragon taking this aspect of lore into consideration?

Planar Chaos was not a mistake neither was it random. You might want to look at it again.
[thread=239793][Game] Level Up - Creature[/thread]
I'm thinking it'd be Sarkhan who teaches the people of Tarkir how to unleash their inner Dragon, maybe with some help from Narset. The intent would be unifying Tarkir's Dragons and humanoids, though most of the Dracomorphers would be using their ability against the Dragonlords.

Finally a good white villain quote: "So, do I ever re-evaluate my life choices? Never, because I know what I'm doing is a righteous cause."
