Before I dropped out of Magic's community, I'd created a planeswalker name Syael Snowpearl, whose home plane was meant to be in the Shard of the Twelve Worlds with the difference between it and Dominaria being it's in a permanent ice age. "Permanents you control produce S" is meaningless because S isn't mana you can add, it's just a cost that cares about where the mana you paid for it comes from. So the only comprehensible way to put this is "permanents you control are snow."
Syael is very parasitic to... well... herself. So she's overly self-referential. The part where she's forcing creatures to stay tapped is out of color for green. Ultimately this is a card that's not doing a lot and requires you to basically cripple yourself to use the ultimate. Back to the drawing board on this one I think - you can make a snow-themed 'walker and even use ice counters without making it like this.
Snow-covered Desert is amusing and I think it'd have neat art, but I'd have to see the environment where it even mattered that a land is both snow and a Desert.
Why would it be amusing to see a "snow desert"? There have been recorded accounts of snow in places like the Sahara. It's a rare event but has been know to happen.
But yeah, not sure what environment would want, or care, about snow covered lands and deserts.

Well my train of thought was that Antarctica is a "Snow Desert", and Antarctica has penguins, and there might be penguins in the art. I chuckled at this.

To me, her minus seems like a neutral or plus, now that I think about it. Does is need changed at all? If so, how? I like have having three abilities.

So the ability either hoses Rimescale Dragon, or tapdown effects only and exactly if you have Rimefeather Owl? (Note of course that Time of Ice doesn't at all use ice counters itself.)
Why? That's so narrow that it's completely pointless. As a matter of fact, everything about Syael 2.0 seems pointlessly narrow or parasitic. In practice she's just a fragile enchantment that makes stuff snow.
EDIT: That appears to be the intent, but in fact the ability actually does nothing because of rule 101.2.

Rimewood Cryomancer is pushed. Why hose vigilance specifically? You can just tap the creature no matter what because that's relevant if the target creature is a blocker.
Nu-Syael is much much better. Her static ability could do more - may be a snow Prismatic Omen? This would also differentiate her from various versions of Nissa more so.
Old-Growth Pinefolk doesn't need to mess around with +1/+1 counters - could just be a static +1/+1 for each of your snow Forests and get trample if it has 6+ power, but maybe you want it so that it never shrinks if you lose Forests for some reason, so it's functionally different, so however you wanna do it is fine. A static ability would just save you space.
The others are probably fine, normal cards. Rimewood Protector seems a bit cheap but the bonus is only for blocking flying creatures, who do get hosed on the cheap pretty often.

Too parasitic really depends on the format you are building around them. Ignoring that it looks unreasonably strong and weak. You have a stronger + than a 5 mana walker, Nissa, Worldwaker. Being stronger at the same cost could be fine because multi-color but being stronger and cheaper makes if obviously too good. Then your ultimate is laughably weak. First, it doesn't appear to actually do anything, the counters it removes do not have any way of being put your creatures from this card alone, which leads you to believe that this will be a near omnipresent mechanic in the environment. But it also appears to do so little that you wonder if it's actually worth using.

Does this need to be bigger/cost more by default?
This ability doesn't do nything. Permanents you control already untap during your untap step by default.

Nu-Syael is much much better. Her static ability could do more - may be a snow Prismatic Omen? This would also differentiate her from various versions of Nissa more so.
Old-Growth Pinefolk doesn't need to mess around with +1/+1 counters - could just be a static +1/+1 for each of your snow Forests and get trample if it has 6+ power, but maybe you want it so that it never shrinks if you lose Forests for some reason, so it's functionally different, so however you wanna do it is fine. A static ability would just save you space.
The others are probably fine, normal cards. Rimewood Protector seems a bit cheap but the bonus is only for blocking flying creatures, who do get hosed on the cheap pretty often.
