I wanted to make an artificer tribal commander. This version of Urza would be before the Brother's War broke out. I took his P/T and colors from Mishra, Artificer Prodigy seeing as while they were humans they were incredibly similar but with enmity between them.
The activated ability is nice enough, but it kinda clashes with the scry effect. It definitely seems like it would need a clause specifying that X can't be 0.
I also think repeatably tutoring for cheap artifacts to get the card draw is just too efficient a way to use the card and detracts from other options.
How about putting the artifacts onto the battlefield from hand rather than from the library?

The first two abilities can probably be combined into.
"Whenever an artifact enters the battlefield, Scry 2, then draw a card."
While the current wording lets a player stack those triggers however they wish, this is how it will work 99% of the time... and it's honestly a bit overpowered. It ends up feeling like an even stronger version of Jhoira, Weatherlight Captain for the same CMC... especially as this thing counts tokens... and artifacts opponents control.
The second ability also seems a bit too intense as a player can choose to tap 0 artificers to grab Mox Opal, Mox Amber, Chrome Mox, and Mana Crypt for a free 5 mana right of the bat before tapping urza (as the effect ignores summoning sickness) to grab something like Sol Ring... not do mention that doing this draws you six cards and allows you to dig another 12 cards deep through scry.
I'd drop the scry as it does indeed clash with all the shuffling. Or you could keep it if you changed the search to a cascade-type ability (revealing cards off the top of your library). If I did keep it I'd fold it all into one ability: "Whenever an artifact enters the battlefield, scry 2, then draw a card."

Your first two points I've addressed in other posts, but story wise when Urza was Chief Artificer of Kroog he had an entire workshop of apprentices working under him, as we see when Tawnos makes his debut into the story. He was a loner yes, but he didn't hesitate to use the knowledge of his apprentices to get work done(tap artificers to make a new artifact happen) and each new tool gave him even more ideas (Draw card when artifact enters play). As for color II based him off of Mishra, where they have a lot of similarities but one enemy color, (Mishra was selfish, Urza was protective)

While I appreciate the feedback I do disagree with him not being white. A great number of his designs were made from a defensive or civic perspective (Urza's Avenger, healing amulet) and a number of white artificers have abilities based around artifacts ETB. The closest one I can think of would be
Whenever Urza, Chief Artificer or another Artificer enters the battlefield under your control, scry 2, then draw a card. t, Tap X untapped Artificers you control: You may put an artifact card with converted mana cost X or less from your hand onto the battlefield.

Yeah, making it a tap for him would slow it down a bit in addition to the X cannot be 0 stipulation.
Someone also suggested making it artifact in hand and not search library, which would play better with scry
