Bssically fight, being a keyword action, takes place only when something resolves; it's not something that happens across multiple steps like attacking or blocking. Maybe "that has attacked, blocked, or fought this turn"?

Even using the word "combat" in relation to fight is a bad idea. Fight is mistaken for combat damage too often already, especially in relation to first strike and trample, so something like this would increase those misunderstandings. For that reason, fight shouldn't be lumped in with actual combat.
Agreed, I think "target attacking or blocking creature" works well enough here. Or perhaps rename it to something like "Arrow of Retribution" and change it to "target creature that has dealt damage this turn".
You could give Flagelant lifelink instead of its first ability. That'd leave room for lifelink reminder text, and be a clever way to introduce new players to lifelink with noncombat damage.
Speaking of, Orselter's text should read "gets +2/+2 and has lifelink and hexproof from black".

I see. I intended to classify creatures as 'fighting' if there's some effect on the stack that makes that creature fight another creature. But I see that this is probably too much convolution for little gain in terms of new interactions.
I tried your suggestion but gave up because I didn't like how the timing between attacking/blocking targets and fight targets was different. It was counter intuitive that you could prevent a creature from doing damage in the first two cases but not the third.

'Damage dealt' looks like a good way to have effects that cares about attacking, blocking and fight. However this do not capture the same flavor and it's not nearly as resonant - aside from it targeting things I don't want it to, like Prodigal Pyromancer. But I really appreciate this suggestion, it is on the table for me from now on.
Flagelant having lifelink is a good suggestion also but it loses the interaction when you hit him with your own spells like Pyroclasm, something I want. I'm considering "Whenever Flagelant takes damage, you gain that much life" for a more splashy and combo-friendly effect.
