This seems arbitrary if most of them are going to be nonlegendary; i.e. why can't a second copy have a Familiar? I feel like this is ripe for pair technology from soulbond: "Create a [Something] Familiar creature token that's paired with this."

I'd remove the restriction of triggering only for paired familiars - if someone wants to combine these with soulbond cards and get a lonely Wizrd paired up with a wolfir after their pet bird died, that seems like something I'd rather encourage.
You also have my full support behind introducing Familiar as creature type. I feel "nonsentient classes" like Familiar and Mount have their places.
