The latest iteration of my Mount mechanic. While in the past I attempted some manner of activated mounting ability, I feel the current execution works a lot better.

Seems okay. You could loosen up the flavor a bit and have a drake mount, dragon mount, bird mount, etc.
I designed these for a Medieval set with Knights, thus the focus on Horses. Certainly I could see a variety of Mounts in a variety of worlds, heck I would love to see a Dinosaur-focused world with Dinosaur Mounts. Maybe a return to Ixalan can try it with the Sun Empire's Dinosaurs?
What could be real fun is crewing a Vehicle and having it ride a Mount into battle. Actually, this kind of riding technology could probably work for Vehicles as well.

Well, I was striving for a cycle of equine steeds, and wanted to use them to demonstrate the mechanic. Plus I love the opportunity to try different kinds of Horses, like Skeleton Horse, Elemental Horse, etc. But yes, I could picture Drakes and other types of Mounts appearing in the set as well.

Well, it's not supposed to be a Seahorse, per se. Breaching Hippocamp uses the type line "Horse Fish", likely because it's a hybrid of a horse and a fish, so that's what I worked with (though I need to swap Amphibious Steed's types around). Personally, I'd make Hippocampus or Hippocamp its own type for the same reason Pegasus and Unicorn are their own types, but I follow the current design rules unless I have a good reason to defy them. Also, I'm renaming Amphibious Steed to Aquatic Steed, so as not to imply any Frog heritage.

I get the idea and it seems nice, but you should widen the flavor to other creatures as well. Have a beast, or a Drake (Basically have a particular creature for each color.
In addition, i would restrict it to actually a different count, and instead of having the creatures be rideable, instead of a creature that can mount. I don't see the value of a beast or merfolk riding a horse.

A cleaned up banding is desirable but the wording here is very vague(as expected of reminder text), which makes me question what the heck block together actually means.
For instance on winged steed. If I wish to block a flying creature, looking at the intent of the design it would logically be that you can block with the steed and a non flying creature. But without seeing some actual rules to support such a thing you shouldn't be able to assign a nonflyer to block so you won't get the benefit of the flying while mounted on defense.
Long story short the idea is very cool but requires more exhaustive rules to be laid out to see what can actually be designed.

What do you call a horned Elf? A horned Elf. What do you call a horned Horse? A Unicorn. That's trope resonance for you.
Certain tropes are common enough that we ascribe a particular term to them, while others have less resonant terms (though for some reason they insist on keeping Viashino separate from Lizard). Naga and Lamia both have been used for Snake people, so in that case it's a less clear choice (though I prefer Lamia myself), and Snake as an umbrella type probably would have worked better. Hippocampus is probably a bit obscure, thus why they opted for Horse Fish, and I can live with that, but I still think it would be neat if Hippocampi joined Pegasi, Unicorns, Griffins, and Hippogriffs.

As I explained above, I only used Horses because it was a Medieval set. I'm perfectly open to Beasts, Drakes, Dragons, etc. being Mounts. That's the point of the Mount class. And a Medieval set wants certain kinds of Mount, chiefly Horses and other equine creatures like Pegasi and Unicorns.
So, you want stuff like Knights with "Mount Horse" and Warriors with "Mount Dinosaur"? Well, since variant mechanics do exist, I could see Mount -type- coexisting with Mount Up, but maybe not in the same set. Mount -type- also requires a lot of creatures of a particular type in the set to make sense, whereas Mount Up works with any non-Mount creature. And remember: Better gameplay trumps better flavor.

The beginning of Combat trigger clears up timing issues. Though I still question what blocked together means. If I block one the other is automatically blocked? I must be able to block both or I can't block either? Based on the fact that you share flying and menace I assume the first which makes Mount Up an almost exclusively downside mechanic that is accompanied by an upside. Which is disappointing because it means french vanilla mounts are impossible. How does this interact with the ability to block multiple creatures?
Is there a benefit to this mounting other than the expressly spelled out benefit? Can a creature mount multiple mounts and ride them all into combat? I just realized your reminder text doesn't even specify that the mounting creature needs to be or not be attacking. Which leads me to envision two completely separate mechanics, one that is similar to Crew and one that is similar to Banding. Which one was the intended function? Or is it supposed to be some hybrid I'm not seeing?

Notice how I literally refer to Vraska not being a Medusa. She is still a Gorgon. Same way Stonebrow should be a Centaur, but not a Chiron. As Humans we have an anthropocenric world-view and will more strongly differentiate partly Human races than others. Pegasus is literally the name of an individual horse that happens to have wings and was not supposed to be the name of a race.
There is also the fact that the pure fact that so many designers independently end up with the question whether their Pegasus lord should also be a Horse lord and Unicorn lord, but barely ever I see Centaurs lumped in there that suggests that indeed the mental model we have of these races groups them as one, which is supportive of the idea that the later should keep their separate status.
Unicorns could go either way. It is almost as often mentally grouped with Horses, but is an actual mythological race like Dragons that aren't just Lizards.
I decide to only stand up for the fusion of creature types that fulfill both criteria though: Strong mental grouping by multiple independent individuals and a distinct lore argument against one of the races getting named separately. That's the gravel I scatter on this slippery slope to keep myself from slipping.

There is also the fact that the pure fact that so many designers independently end up with the question whether their Pegasus lord should also be a Horse lord and Unicorn lord, but barely ever I see Centaurs lumped in there that suggests that indeed the mental model we have of these races groups them as one, which is supportive of the idea that the later should keep their separate status.
Unicorns could go either way. It is almost as often mentally grouped with Horses, but is an actual mythological race like Dragons that aren't just Lizards.
I decide to only stand up for the fusion of creature types that fulfill both criteria though: Strong mental grouping by multiple independent individuals and a distinct lore argument against one of the races getting named separately. That's the gravel I scatter on this slippery slope to keep myself from slipping.
It probably doesn't help that that's the scientific genus of the seahorse.
