At the beginning of each end step, if at least four creatures died this turn, you may put target artifact creature card from a graveyard onto the battlefield under your control.

What do you think? Too good? Too weak?
I find that the concept itself is a little oppressive. The rest of the card is right-costed, even a little UP, but the -2/-2 ability is still really strong. Playing this general in my meta would mean that riku and kaalia becomes really hard to play, for example.
Should i make the ability only give -1/-1? Or maybe -2/-0? I made it -2/-2 because i wanted to mirror tempered steel

Enrage -- Whenever Raptor Fledgling is dealt damage, you may have it become a copy of another target Dinosaur you control. If you do, Raptor Fledgling gains this ability.

How i feel about competitive players and casual players in EDH: The competitive are german tourists, the casual are italian tourists, both in a italian beach. The italians asking themselves "why are the germans here?" make a legitimate question, the answer is because the beach is beautiful, no matter the country you came from. The italians wanting to ban the germans are dumb, because if the germans pay for their stay and follow the rules like everyone else, they have the right to be in the beach. Hovewer, if the germans started to ask themselves "why are the italians here?"... they would be dumb as hell.
Designing a commander like that you probably should change your username.
I feel the global -2/-2 is generally really oppressive - even on Elesh Norn. And considering this as a commander having more nonwhite colors is actually going to be a lot of an upside.
Mirroring Tempered Steel would give artifact creatures -2/-2, right? It has always been a fact that p/t boni had no definite ceiling, but p/t mali were limited to the bottom by what kind of toughness you actually are going to reduce until you reach 0. That makes static decrease of power and toughness not an "equal" mirror to anthem effects.
I'd feel better about this kind of effect if your opponent had a way to interact with the ability e. g. brainstormed:
"Nonartifact creatures your opponents control get -2/-2.
As a player casts a creature spell, they may pay an additional {2}. If they do, that creature enters the battlefield with an additional silver counter on it and becomes an artifact for as long as it has a silver counter on it."

If we've learned anything from Tsabo Tavoc, it's that phyrexian generals are pretty alpha in combat. Even shrinking your opponent's creatures doesn't stop this guy from eating it to a couple of random dudes. I think actually just giving it first strike would help a lot.
Also I'd want to see him resurrect any creature and turn them into an artifact for flavor reasons, but that might be too good? Don't know.

I don't think it's too good, when I look at something like Thraximundar or Massacre Wurm.
