I thought of a card based on Slots, and came up with this Goblin Rogue who offers a gambling game. Although, I'm pretty sure I've used the name "Shifty" for a Goblin before...
Shifty, Slot Master3RRR
Legendary Creature - Goblin Rogue T, Discard three cards: Reveal the top three cards of your library. If all three cards have matching mana symbols in their mana costs, create X colorless Treasure artifact tokens with "T, Sacrifice this artifact: Add one mana of any color", where X is the number of matching symbols. (For example, if all three cards have BRR in their mana costs, create nine tokens.) Then put the revealed cards into your hand. "Step right up, my friend, and try your hand at Shifty's Slots!"
3/3
Art concept: A goblin with a gold tooth and a wide grin has one hand on a lever. He holds his other hand out invitingly.

MTGS Wikia Article about "New World Order"
Every time I read a comment about "Well if this card had card draw/trample/haste/indestructible/hexproof/life gain...", I think "You're missing the point." They're armchair developer comments that fail to take into account the card's role in the greater Limited and Standard environment. No, it may not be as good as whatever card you're comparing it to. There's a reason for that. Not every burn spell is Lightning Bolt, nor does it need to be or should be.
PSA to everyone who keeps forgetting about the Reserved List:
You're on a website dedicated to talking about MtG. You're only a few keystrokes away from finding out what cards are on the Reserved List. You're also only a few keystrokes away from finding out why some cards on the Reserved List got foil printings in FtV, as Judge promos, or whatnot, as well as why that won't happen again. Stop doing this.
I don't think mono-red has nearly enough library manipulation for this to be remotely playable, and given its mana cost and effect it's only remotely playable in mono-red as it is.
It also probably needs haste because if you do manage to set it up somehow, it'd be nice to use it right away before everyone gets a chance to kill your 3/3 Goblin with no protection.
This card does something so insane that I don't think its actually good at all due to the necessity of costing so much. I'm certain that 99% of players will play this wrong. On that note what is your intention of the card when cards partially match, it seems fairly ambiguous what you get if you reveal cards that cost R, 1R, 1RR. I could see people concluding that answer is 3, 4, or 6; 6 by my reading. This guy is obviously best friends with Goblin Recruiter, and while it is horribly degenerate its still fairly reasonable.
