I read this theory that War of the Spark will have tons of planeswalkers characters, but printed as legendary creatures, because the Immortal Sun trapped them in Ravnica. So here is a mechanic that could work to make these guys feel unique.

This wording would need extra ruling support to cover what is implied: "Loyalty abilities can be activated only on a planeswalker, or on a creature that flared this turn."
At that point, it would be easier if you dropped the planeswalker/loyalty thing altogether (in terms of rules, not flavor, of course). Just have them be regular activated abilities that cost +1/+1 counters, can only be activated any time the creature's controller can cast a sorcery, and make it so players may only activate one ability from the "planeswalker half" of the modified text box per turn. Then, you can fold all of that into how flare works.

This idea is super neat. Using the second template for Gideon, you could remove the mana requirement entirely to make them feel more like Walkers. Something like this:
Flare -- At the beginning of your first main phase each turn, you may choose one:
* Put a +1/+1 counter on Gideon.
* Remove two counters from Gideon. If you do, put two 2/2 white Soldier creature tokens onto the battlefield.
