Following the footsteps of Will of the Council and Council's Dilemma, Council of War is a mechanic that has players vote for alliance or adversity. Alliance votes yield beneficial effects for you and each player who votes alliance, while adversity votes yield negative effects for players other than you.

Every time I read a comment about "Well if this card had card draw/trample/haste/indestructible/hexproof/life gain...", I think "You're missing the point." They're armchair developer comments that fail to take into account the card's role in the greater Limited and Standard environment. No, it may not be as good as whatever card you're comparing it to. There's a reason for that. Not every burn spell is Lightning Bolt, nor does it need to be or should be.

The mechanic is interesting and fittingly thematic. It borrows nicely from previous voting mechanics and tempting offer.
The cards seem undercost e. g. Counter-Intelligence is your choice of Inspiration (which we have yet to see at instant speed and three mana IIRC) and Disperse - and no matter the vote you get a benefit.

The use of two words that begin with the letter "a" (alliance and adversity) appeals to the word nerd in me. But so would using two words that rhyme, "alliance or defiance", which are also easier to distinguish acoustically and hence parse mentally.
Gotta love voting mechanics. I made a new one myself not that long ago.
Arms Race looks like a potential EDH staple.
Council of Mages has a pretty generic name for a pretty unique mythic, and I had to read it over twice, but it seems fun.
Counter-Intelligence is rad.
Marchesa's Conspiracy seems... like it could be a bit much? Considering you get two Assassin tokens out of the deal just for voting for that option. Then again, it's a four-mana sorcery; at instant, though, it'd be way beyond the pale.
Territory Battle is another thing that seems like it might have Eternal Constructed applications. Neato.
All of these look severely under costed. They look as though they are costed with the assumption that you don't get a vote. Territory Battle is costed at the absolute cheapest a single target land destruction spell could be, but it's also potentially an explosive vegetation which costs 4. There is also a significant problem with your wording. Whenever you vote alliance you double dip in the benefit. If you aren't supposed to get a vote then the cost and wording make a lot more sense.
I recognize the unintended double dip issue with alliance votes. After I get back from work today, I'll fix that.
