Shoot Down is designed for my New Alara custom set. In that set, Jund's mechanic is Bloodthirst. To support Bloodthirst, I designed several cards that involve dealing direct damage to opponents in novel ways, including this one.
Shoot Down2R
Instant (U)
~ deals 1 damage to target creature with flying. That creature loses flying until end of turn and deals damage equal to its power to its controller. "You think killing two birds with one stone is impressive? Watch this."
Art concept: An arrow is piercing a dragon's wing. The dragon is beginning to fall, and an unlucky mage is standing below.
Shoot Down is one of those neat cards that bring together mechanics which only make sense with the flavor as context. Being an instant allows Shoot Down to be used both on offense (removing a flier that could block one of your fliers) and on defense (turning a flier into a non-flier that your non-fliers can block).
MTGS Wikia Article about "New World Order"
Every time I read a comment about "Well if this card had card draw/trample/haste/indestructible/hexproof/life gain...", I think "You're missing the point." They're armchair developer comments that fail to take into account the card's role in the greater Limited and Standard environment. No, it may not be as good as whatever card you're comparing it to. There's a reason for that. Not every burn spell is Lightning Bolt, nor does it need to be or should be.
PSA to everyone who keeps forgetting about the Reserved List:
You're on a website dedicated to talking about MtG. You're only a few keystrokes away from finding out what cards are on the Reserved List. You're also only a few keystrokes away from finding out why some cards on the Reserved List got foil printings in FtV, as Judge promos, or whatnot, as well as why that won't happen again. Stop doing this.
Haha, yeah, it's uncommon. I've edited the original post to include the rarity.

In regards to flavor, I don’t get why it deals damage to the controller. Would rather:
Shoot Down (Uncommon) R
Instant
Deals 2 damage to any target. If it’s a creature with flying, it loses it.
The flying creature falls on its controller. Not too bad when it's a 1/1 Bird, but I imagine a 5/5 Dragon landing on you would hurt.
I would consider upping the damage dealt to the flying creature to 2 or 3 to make it a little more viable as removal.

I'd like to see it at 3 damage – really widens its use. If anyone is a fan of the 1st Starship Troopers movie – OP art concept reminds me of the bladewing insect sscene when the general gets smashed by a flying bug after being clipped in-air
Shoot Down3R

I just kinda liked how the 1 damage had a sort of snowballing feel where you deal just a little damage to the flyer which in turn falls and deals a whole lot of damage to its controller.

What if Shoot Down has the creature deal damage equal to its power to both itself and its controller?

It would have more the flavor of a Crash Landing, but I like the idea.
What about changing controller to opponent? This way you could fling your own creatures at the opponent, which would get around the issue that this is often a dead card in your hand.

Seems like a lot of Limited fun.

Deals 2 damage to any target. If it’s a creature with flying, it loses it.
I really like this version, creates a similar play as the original (in that it is a Bloodthirst enabler), but is more generically useful.
