When ~ enters the battlefield, enchanted land's controller chooses island or mountain. Enchanted land loses its existing land types and any abilities printed on it and is the chosen land type.
Learn or Burn, what happens to the cards if you lose the flip? As the effect stands you have left them on top of your library meaning their order can't be changed but you have also revealed them and mixed them into two piles. You have also deeply buried a target that must be chosen when the spell is put onto the stack. Simple fixes for both of these are to exile the cards so that you have simply exiled the top 5 cards if you lose the flip. To fix the target problem start with "Choose any target..." then the rest of your spell can follow with the exception that "If you lose the flip, Learn or Burn deals damage to any target equal to the number of cards in the chosen pile." becomes "If you lose the flip, Learn or Burn deals damage to the chosen target equal to the number of cards in the chosen pile."
Opaes, Limbo's Herald, is neat but I believe you wanted this card to stockpile the exiled cards to give you a wide selection. If this is the case you need to mark the cards with a counter and then reference the counter with the second ability. Look at Karn, Scion of Urza and Mairsil, the Pretender. Otherwise each time Opaes blinks they are a new card with no connection with any previously exiled cards.
Between the Ocean and Volcano a more complicated Sea's Claim that runs afoul of the color pie. This effect is not red so a blue/red hybrid is unacceptable. The line about losing text and types is unnecessary as that is exactly what happens when you set a land's type. The concept is interesting, you just have to attach extra conditions that change based on the choice. You can add abilities to the aura such as Whenever enchanted land is tapped for mana, if its an Island it doesn't untap during its controllers next untap step, if its a mountain it deals 2 damage to its controller. Or some such abilities. The effect would probably have to cost RU or even 1RU
and be rare.

For the Ocean and Volcano, can Red bleed into this space with Blood Moon?
Red has attacked non basic lands with this kind of tech recently. Whether or not it can affect basic lands with similar abilities is debatable. It is still an excessively wordy card for little functional difference from Seas claim. But can be acceptable.
