Artifact T, Sacrifice ~: Choose one -
* Search your library for a Gate card, reveal it, and put it into your hand, then shuffle your library.
* Search your library for a land card and reveal it, then shuffle your library and put that card on top of it.
This first design is, quite simply, a city map. Unlike most land tutor artifacts, this one can tutor nonbasic lands, but only to your hand (if it's a Gate) or the top of your library (any land card).
Gateway ProjectX1
Artifact
~ enters the battlefield with X plus 1 construction counters on it. T, Remove a construction counter from ~: Put a construction counter on target land you control. That land becomes a Gate in addition to its other types. Then create a colorless Treasure artifact token with "T, Sacrifice this artifact: Add one mana of any color." Then if there are no construction counters on ~, sacrifice it and you may draw a card.
Gateway Project started with the question "What if there was a card that can turn your lands into Gates?" Originally the idea was a Realmwright-esque card that makes all your lands Gates, but I thought it'd be neat to aim for a more construction-oriented flavor. Gateway Project started out with a mana cost of 1 and tapped to put a construction counter on a land you control, turning it into a Gate. It was neat, but didn't do anything on its own. I tried different effects including a Chromatic Lantern-esque effect for your Gates and even ramp, but those didn't feel right for a construction project. I considered sac effects where you draw cards or create Treasure tokens equal to the number of Gates you control, but I saw how easily that could be broken. Plus, it was kinda weird for the card to reward you for Gates it didn't help you build.
I got the idea of having the Project tap to put a construction counter on a land to turn it into a Gate, then accumulate a progress counter. Once you accumulated enough progress counters, you could cash the Project in for Treasure tokens. That felt pretty good, but I realized it was a bit clunky to use two different types of counters. Plus most projects have a definite end goal. I switched to the Project having an X cost, entering the battlefield with X construction counters on it, having you tap and remove construction counters from the Project to put counters on lands, and being rewarded with a Treasure token for each activation. Once the Project runs out of counters and is therefore "complete", you sac it and may draw a card. Originally the sac effect was a separate ability that cost 2, but I've tweaked the design so the card draw happens when you activate the ability and remove the last counter. To ensure that you always pay at least one mana and the Project enters with at least one counter, it costs X1 and enters with X plus 1 counters.
Gate Construction Zone
Land - Gate T: Add C. 2, T, Sacrifice ~: Search your library for a Gate card and put it onto the battlefield tapped, then shuffle your library.
Continuing the construction theme, Gate Construction Zone is a Gate that tutors other Gates. It taps for C on its own, but you can use the sac ability to tutor any other Gate you want onto the battlefield. This was originally another "build it up" card, but I opted for a simpler execution here since the tutored Gate enters tapped, and most Gates are simple to begin with.

Every time I read a comment about "Well if this card had card draw/trample/haste/indestructible/hexproof/life gain...", I think "You're missing the point." They're armchair developer comments that fail to take into account the card's role in the greater Limited and Standard environment. No, it may not be as good as whatever card you're comparing it to. There's a reason for that. Not every burn spell is Lightning Bolt, nor does it need to be or should be.
PSA to everyone who keeps forgetting about the Reserved List:
You're on a website dedicated to talking about MtG. You're only a few keystrokes away from finding out what cards are on the Reserved List. You're also only a few keystrokes away from finding out why some cards on the Reserved List got foil printings in FtV, as Judge promos, or whatnot, as well as why that won't happen again. Stop doing this.
City Map seems like a solid limited common. I like it.
Gateway Project doesn't seem like a card that it will be used for its intended purpose. The first thing that came to mind while reading it is that you've given its controller a lot of reasons to cast it for X=0, at which point this is just going to be Manamorphose copies 5-8 90% of the time. The three main offenders are X+1, the treasure token, and the cantrip. They're a distraction from the card's intended designed, and I think two of them have to go to keep the card to what it's supposed to do.
Gate Contruction Zone's activated ability is stronger than that of Warped Landscape, so, to compensate, either the ability should cost 3 or the Construction Zone shouldn't be a gate itself (because one has not yet been built).
City Map doesn't have to be modal: "Search your library for a land card and reveal it. If it's a Gate, put that card into your hand, then shuffle your library. Otherwise, shuffle your library, then put that card on top of it."
Going to second the criticisms of Gateway Project - it's really neat but has developmental issues.
If you want Gate Construction Zone to have the Gate type itself you could call it Empty Gateway or somesuch.

I mean, there have been cheap "barely do anything" cards before, and Gateway Project at least helps support cards like Maze's End, but I feel like it could do something on its own.
As for Gate Construction Zone, since it's a Gate under construction, I thought it'd be fitting to make it a Gate itself, just one that taps for C. Being better than Warped Landscape doesn't automatically make GCZ broken, considering we also have Evolving Wilds which is generally better than both since you can use it earlier to fetch a basic of the color you need. Landscape was put into a block with Delirium, where Wilds would have been too good. Would GCZ be broken in a set with Gates? That's the more important question to ask. In the case of the Ravnica sets, where the majority of Gates are simple ETBT duals, which you'll generally be able to tutor no sooner than turn 3, I'd say no. If a set had Gates at higher rarity that were really good, I could see a version with the 3 cost. As is, the bigger concern is that one GCZ can tutor another GCZ, which can result in a lot of shuffling over subsequent turns. If anything, I'd tweak that part of the ability so GCZ can't tutor additional copies of itself.

A Construct that works in construction! Originally it allowed you to play Gates from the top of your library, but I liked the idea of the first ability drawing them and the second putting them onto the battlefield. Then if you have two on the battlefield, they can work in tandem, one drawing the Gate and the other putting it on the battlefield.

Each land you control is a Gate in addition to its other types.
To strong. Enables gate benefit cards without having to play any gates. That enchantment would have to cost 3 or 4 to be anywhere near balanced. It would be like making a Locus version so Cloudpost can produce ridiculous amount of mana with ease.
@ Manite - Gateway Project is good the simple way. If you want to make sure it feels common have the lands with contruction counters be gates only while Gateway Project is in play wih a seperate static ability for making them Gates. Gateway Construction Zone could untap the Gate it put into play but be sorcery activation to avoid doing it during an opponents turn. Gateway Constructor is perfect where it is.

I love Gate Construction Zone. It is a gate that is not fully complete but yet functional enough to work as a gate. I think the original wording is fine. Warped Landscape is not a powerhouse of a card, so even if Gate Construction Zone is stronger is does not strike me as overpowered at common.
Gateway Project could work as Fortification:
