First off, usually effects that require you to remember something over multiple turns or that have a set number of uses need to use counters. This card, even using proper wording, is very wordy, uninteractive, and stops your opponents from playing Magic.
I'm also not sure what the flavor is supposed to be.
With a card like this, which already locks your opponents out of the game, you definitely shouldn't use hexproof, which prevents them from doing anything about it.
