Return 4B
Sorcery
Return target creature card from your graveyard to the battlefield.
---
Form 2UU
Sorcery
Aftermath
Create a creature token that's a copy of target creature you control.
Thought this was an interesting concept because of how it could be used in a deck with graveyard interactions, and the fact that you can target the same creature with both halves.
I'm really not sure if I costed it very well at all. The clone side is really weird because clone effects have a very nonlinear relationship with the cost. I initially wanted to take quasiduplicate and add 2 to the cost because of the fact that you don't lose a card and the other half gives you a lot of flexibility, but that makes it way harder to play a creature and copy it in the same turn. I think 2UU is possibly reasonable but might be undercosted.

Neat. Actually, better than neat - great. Almost surprised this wasn't in fact one of the Amonkhet block aftermaths, but then again token copies as related to graveyard recursion were used in a... way different way in that block.
I think the costing is right; recurring something and getting another of it is very powerful but nine mana is fair for that. The costs for both halves, actually, are probably spot-on - as a Zombify upgrade that requires another color (so 2BB would be a less reasonable switch) 4B is good for half one and Cackling Counterpart weighed against the extra "flashback" cost that aftermath second halves get means Form is in the right space to.
EDIT: Unfortunately it'd need a name change; Never // Return already exists.
Cackling Counterpart and Quasiduplicate give the sort of value for it. It doesn't take a card like Duplicate so it should cost more, but it's not an instant like Counterpart so it should cost less. There's also the question of how good the front half of the card is which influences the back halfs cost. 5 mana for Zombify seems about right for a split style card so I'd say cost the aftermath at either 5 or 6, probably 5 since that seems playable.
