This card adapts the Avatar of Fire Emblem Awakening, whose default name is Robin. The idea was to create a legend that could lead a WUBRG deck without being WUBRG themselves, and philosophically, Robin seems to be primarily WU.

Pair up (T: Pair this creature with another target unpaired creature you control. Those creatures remain paired for as long as you control both of them. Pair up only as a sorcery.)
Whenever one or more paired creatures you control attack, scry X and you may gain X life, where X is the number of paired attacking creatures you control. WUBRG: Paired creatures you control get +2/+2 until end of turn. Untap those creatures. You choose which creatures block this turn and how those creatures block. If a creature you control would die this turn, return it to its owner's hand instead.

Since pairing was a major feature of Awakening, I also wanted to emphasize it here. The Pair Up keyword is based on the action with the same name from the game. The second ability rewards attacking with a bunch of paired creatures. The third ability is where the WUBRG comes in. First, you get an anthem for your paired creatures and untap them. Second, Master Warcraft. Third, the Mortus Strider ability for all your creatures, so if one of them would die that turn, they make a strategic retreat instead.
I am considering moving the WUBRG effect over to a Chrom card, though. Being the leader of the Shepherds, it would make sense for Chrom to be a "one and all" legend. Or maybe "two and all" if he's red enough to qualify for RW.
MTGS Wikia Article about "New World Order"
Every time I read a comment about "Well if this card had card draw/trample/haste/indestructible/hexproof/life gain...", I think "You're missing the point." They're armchair developer comments that fail to take into account the card's role in the greater Limited and Standard environment. No, it may not be as good as whatever card you're comparing it to. There's a reason for that. Not every burn spell is Lightning Bolt, nor does it need to be or should be.
PSA to everyone who keeps forgetting about the Reserved List:
You're on a website dedicated to talking about MtG. You're only a few keystrokes away from finding out what cards are on the Reserved List. You're also only a few keystrokes away from finding out why some cards on the Reserved List got foil printings in FtV, as Judge promos, or whatnot, as well as why that won't happen again. Stop doing this.
What about soulbond? Is there any particular reason why you've decided to use a tap ability instead?
It could also be cool to have Chrom and Robin just be partner commanders with soulbond that have 5 colors between the two of them. It would certainly be more interesting than a single commander with a 5-color ability.
