At the beginning of each players upkeep put a charge counter on Hot potato and then that player flips a coin. If they lose the flip, sacrifice hot potato and deal X damage o that player where X is equal to the charge counters on Hot Potato.
I think it is a cute card that I would play in my Okaun and Zndrsplt deck.
As worded, 3 seems too high of a cost for this card by about 3.
The best outcome that's likely to happen from this card is it dealing 3 damage to an opponent. Even as an artifact that's a bad rate for three mana, doubly so when it includes the risk of dealing only 1 damage to an opponent or in fact dealing damage to you.
Agreed though. The absolute randomness is what kills Hot Potato for me. The fun in this kind of design comes from tactical decision making - there is just no tactics in flipping a coin (fairly).
I'd like to be able to e. g. tap creatures to have them throw around the potato, but only receive damage at end of turn unless I got rid of it. No flip necessary for that concept, too.
